osition Summary

The Senior Systems Analyst serves as a technical and functional leader responsible for analyzing, designing, implementing, and supporting enterprise information systems, data analytics solutions, and business process improvements. This position provides analytical and consultative services throughout all phases of program execution, including requirements analysis, software design, system integration, testing, implementation, and operational support. The incumbent works closely with stakeholders, project teams, and technical staff to deliver scalable, data-driven solutions that support organizational objectives and enhance business performance.

The ideal candidate possesses extensive experience supporting Human Resources Information Systems (HRIS), enterprise data warehouse environments, reporting and analytics platforms, and complex system integrations.

Core Responsibilities

Business and Systems Analysis

  • Lead business requirements analysis, software design, system and performance testing, implementation, and post-deployment support across all phases of program execution.
  • Analyze business processes, user needs, and operational requirements to define functional and technical specifications for complex enterprise systems.
  • Conduct functional decomposition to identify tasks, interdependencies, resource requirements, and system integration needs.
  • Facilitate and supervise requirements-gathering sessions, stakeholder interviews, workshops, and reviews to ensure alignment between business objectives and technical solutions.
  • Develop and maintain business, system, interface, and integration requirements documentation.

Technical Leadership and Solution Development

  • Plan, direct, and coordinate activities related to electronic data processing, information systems, systems analysis, software development, and automation initiatives.
  • Design and recommend solutions that support enterprise business functions, improve operational efficiency, and strengthen decision-making capabilities.
  • Evaluate alternative approaches and provide actionable recommendations based on technical feasibility, business value, cost, and risk.
  • Apply expertise in systems architecture, data integration, software development methodologies, lifecycle management, networking, telecommunications, and risk management principles.

Data Analytics and Enterprise Systems Support

  • Support and analyze Human Resources Information Systems (HRIS), data warehouse environments, reporting platforms, and analytics solutions.
  • Develop, validate, and optimize SQL queries, reports, and data extracts to support business operations and reporting requirements.
  • Design and maintain data models, data integration processes, and data validation procedures to ensure accuracy, consistency, and reliability.
  • Develop and support dashboards, scorecards, and reporting solutions using Power BI, Tableau, or equivalent business intelligence tools.
  • Collaborate with technical teams to integrate enterprise applications, including HRIS, payroll systems, data warehouses, customer relationship management (CRM) systems, and other enterprise platforms.
  • Ensure adherence to data governance standards, reporting best practices, and information management policies.

Risk Management and Project Support

  • Identify, assess, communicate, and mitigate project risks and issues that may impact scope, schedule, cost, or performance.
  • Monitor system performance and recommend improvements to optimize reliability, scalability, and operational efficiency.
  • Support project planning, resource management, and implementation activities to ensure successful delivery of program objectives.
  • Review and evaluate program resources, including schedules, budgets, staffing requirements, and technical dependencies.
Requirements:

 

Minimum Experience

  • Ten (10) or more years of experience in data analytics, information systems, automation, systems analysis, software development, or a related field.
  • Equivalent combinations of education, certifications, and relevant experience may be considered.

Minimum Education

  • Bachelor’s degree in Computer Science, Information Systems, Data Analytics, Data Science, Engineering, or a related discipline.
  • Equivalent combinations of education and experience may be considered in accordance with applicable contract requirements.

Required Qualifications

Technical Qualifications

  • Demonstrated experience analyzing, implementing, and supporting Human Resources Information Systems (HRIS), data warehouse environments, and enterprise analytics solutions.
  • Strong proficiency in SQL, relational databases, data modeling, and data integration concepts.
  • Experience with reporting, analytics, and data visualization tools, including Power BI, Tableau, or equivalent platforms.
  • Experience integrating enterprise systems such as HRIS, payroll, CRM, ERP, and data warehouse solutions.
  • Knowledge of system performance monitoring, troubleshooting, optimization, and operational support practices.
  • Familiarity with data governance, data quality management, and analytics best practices.

Professional Qualifications

  • Strong analytical and problem-solving skills with the ability to translate business requirements into technical solutions.
  • Excellent written and verbal communication skills, including experience interacting with executive leadership, business stakeholders, and technical teams.
  • Demonstrated ability to manage multiple priorities and work effectively in both independent and collaborative team environments.
  • Strong attention to detail and commitment to data accuracy, quality, and continuous improvement.

Preferred Qualifications

  • Experience supporting government or public-sector organizations.
  • Experience with cloud-based analytics and data warehouse platforms.
  • Knowledge of HR, workforce management, payroll, or human capital management (HCM) systems.
  • Professional certifications in business analysis, project management, data analytics, or related disciplines.
