Lead Business Analyst
Responsibilities:
• Lead discovery sessions, stakeholder interviews, and working meetings to define operational goals, document current challenges, and clarify business priorities.
• Produce clear analysis artifacts such as business requirements documents, functional specifications, user stories, process maps, and acceptance criteria to support delivery teams.
• Evaluate existing workflows and recommend improvements that increase efficiency, strengthen citizen-facing services, and support better organizational outcomes.
• Partner with cross-functional teams to align business objectives with application development, enterprise platforms, integrations, and cloud-based solutions.
• Support the full software development life cycle by contributing to planning, requirements refinement, solution validation, and implementation readiness.
• Create and coordinate test scenarios, oversee user acceptance testing activities, and monitor defects or enhancement items through resolution.
• Act as the primary liaison among business units, technology teams, and external partners to maintain shared understanding and project momentum.
• Develop training materials, facilitate end-user education sessions, and encourage effective adoption of new tools, processes, and reporting capabilities.
Qualifications:
• 10+ years of experience in business analysis, business consulting, or a related role, with substantial responsibility for leading requirements and solution planning activities.• Demonstrated background supporting government or public sector organizations, including familiarity with service delivery models and regulated operating environments.
• Hands-on experience with Agile Scrum, Waterfall, and broader SDLC practices across application development and enterprise system initiatives.
• Strong capability in requirements elicitation, process analysis, BRD creation, functional documentation, and stakeholder communication.
• Experience coordinating or supporting user acceptance testing, issue tracking, and quality validation for technology implementations.
• Knowledge of digital transformation efforts, workflow optimization, reporting tools, automation initiatives, and customer or citizen engagement solutions.
• Excellent analytical, organizational, and problem-solving skills with the ability to manage multiple stakeholders and competing priorities.
Compensation
