CSS is seeking a Recruitment and Outreach Specialist to support the National Oceanic and Atmospheric Administration's (NOAA) National Ocean Service (NOS) Management and Budget Office. This role will support workforce planning, recruiting outreach, talent pipeline development, recruitment communications, and outreach process improvement for administrative, professional, and science, technology, engineering, and mathematics (STEM) positions across NOS. This is a temporary three-month role

What You'll Do

  • Develop and execute creative recruiting and outreach strategies to attract top talent.

  • Build and maintain relationships with universities, professional organizations, workforce partners, and community groups.

  • Represent NOAA at in-person and virtual career fairs, conferences, networking events, and information sessions.

  • Create engaging recruitment messaging, email campaigns, and social media content to promote opportunities.

  • Identify and cultivate talent pipelines for administrative, technical, scientific, and STEM positions.

  • Partner with internal stakeholders to understand workforce needs and develop recruiting plans.

  • Maintain recruiting metrics, outreach trackers, and reporting tools to measure success.

  • Continuously improve recruiting processes and candidate engagement strategies.

  • Support internship and early-career programs to help develop the next generation of talent.

What We're Looking For

  • 5+ years of experience in recruiting, human resources, talent acquisition, workforce development, or a related field.

  • Outstanding communication and relationship-building skills.

  • A proactive, self-starter mentality with the ability to take initiative and make things happen.

  • An energetic, outgoing professional who enjoys networking and engaging with people.

  • Someone who is personable, professional, and can serve as a visible ambassador for NOAA and CSS.

  • Experience using LinkedIn, applicant tracking systems, CRM tools, or recruitment marketing platforms.

  • Strong organizational skills with the ability to manage multiple priorities and deadlines.

  • Experience coordinating or participating in career fairs, networking events, university relations, or professional association outreach.

  • Ability to analyze recruiting data and recommend improvements.

  • Willingness to travel occasionally to support recruiting events, conferences, and stakeholder meetings.

  • Ability to obtain and maintain a low-risk background investigation.

Preferred Qualifications

  • Experience supporting federal recruiting, government contracting, or public-sector workforce initiatives.

  • Familiarity with federal hiring pathways, internships, veterans' programs, or other special hiring authorities.

  • Experience developing recruiting strategies, dashboards, metrics, or outreach campaigns.

  • Experience partnering with communications or branding teams to create engaging content.

  • Experience with Power BI, LinkedIn, CRM tools, applicant tracking systems, or other reporting and analytics platforms.
