Position Summary:
MSPS is looking to hire a Project Management & Senior Health Care Planning Support professional. This position provides senior-level planning, project management, design, construction, commissioning, activation, and Initial Outfitting & Transition (IO&T) support for Defense Health Agency (DHA) Facilities Enterprise projects. The individual serves as a senior advisor supporting Military Construction (MILCON), Unspecified Minor Military Construction (UMMC), medical treatment facility modernization, medical research, and healthcare infrastructure projects. This position works closely with DHA leadership, NAVFAC, USACE, healthcare stakeholders, architects, engineers, and contractors to ensure successful project execution throughout the facility lifecycle.
Duties/Responsibilities:
- Provide senior project management support throughout planning, design, construction, activation, commissioning, and post-occupancy phases.
- Support execution of DHA healthcare facility projects including MILCON, UMMC, and special projects.
- Coordinate project activities among DHA, NAVFAC, USACE, facility personnel, architects, engineers, consultants, and contractors.
- Review and evaluate Engineering Change Proposals (ECPs), Requests for Information (RFIs), design submittals, commissioning documentation, and construction schedules.
- Monitor project schedules, risks, budgets, and performance metrics and provide recommendations for issue resolution.
- Participate in design reviews, Red Zone meetings, commissioning activities, turnover processes, and facility acceptance inspections.
- Assist with development and maintenance of integrated project schedules and project management plans.
- Support healthcare planning studies, utilization reviews, programming efforts, and strategic planning initiatives.
- Facilitate stakeholder meetings, workshops, and project review sessions.
- Prepare executive briefings, reports, presentations, project documentation, and status updates.
- Coordinate closeout documentation including as-built drawings, warranties, operation and maintenance manuals, and turnover requirements.
- Support activation, occupancy readiness, and post-occupancy evaluations.
- Maintain project records in accordance with DHA and contract requirements.
- Conduct facility walkthroughs and construction site visits.
- Review technical plans, specifications, and project documentation.
- Review detailed technical documents and drawings.'
- Frequent collaboration with Government personnel, healthcare stakeholders, architects, engineers, and contractors.
- Periodic travel to military medical facilities, project sites, and active construction environments.
- Review and interpret drawings, specifications, RFIs, submittals, engineering calculations, and project documentation
- Other duties as assigned.
Minimum Requirements:
Education and Industry Experience
- Bachelor's degree in Architecture, Engineering, Construction Management, Healthcare Planning, Project Management, or related field preferred.
- Minimum ten (10) years of experience supporting Department of Defense healthcare planning, design, construction, commissioning, and activation initiatives.
- Minimum ten (10) years of experience supporting healthcare facility projects involving NAVFAC and/or USACE.
- Experience supporting hospitals, clinics, medical research facilities, laboratories, or healthcare campuses.
- Demonstrated experience supporting project delivery throughout planning, design, construction, activation, and occupancy phases.
Knowledge, Skills, and Abilities
- Extensive knowledge of healthcare facility planning, architecture, engineering, construction, and commissioning principles.
- Knowledge of Department of Defense healthcare facility criteria and standards.
- Working knowledge of UFC, NFPA, OSHA, ASHRAE, ADA/ABA, and Joint Commission requirements.
- Understanding of Total Building Commissioning (TBCx) processes and healthcare facility activation.
- Strong project management, risk management, scheduling, budgeting, and quality assurance skills.
- Ability to review and interpret drawings, specifications, RFIs, submittals, engineering calculations, and project documentation.
- Excellent oral and written communication skills.
- Strong leadership, stakeholder engagement, and facilitation abilities.
- Advanced proficiency with Microsoft Office Suite including Word, Excel, PowerPoint, Outlook, and Project.
- Ability to manage multiple priorities and deadlines in a fast-paced environment.
Certifications/Licenses/Other
- Project Management Professional (PMP) certification preferred.
- Must be eligible to obtain and maintain any required credentials, clearances, licenses, or authorizations associated with the worksite or contract.
Work Environment:
- Primarily office-based within DHA Facilities Enterprise offices located in Falls Church, Virginia.
Physical Demands:
- Prolonged periods of sitting and computer use.
- Ability to lift and carry up to 25 pounds occasionally.
