Our employees are not only part of history, they're making history.Northrop Grumman Space Systems is seeking a Staff Electrical Engineer to support proposal efforts for the Deep Space Advanced Radar Capability (DARC) Site 3 (DS3) program. This role will initially be the DS3 Radar Integrated Product Team (IPT) proposal lead and anticipated to transition into a technical leadership role within the DS3 program. The Radar IPT is responsible for leading a multi-disciplined team through the design, development and integration of the four major Radio Frequency (RF) and Analog Subsystems (SS)/ Components of the DARC system which are the Antenna SS, Transmitter SS, Receiver SS, and the Timing & Frequency Distribution (TFD) SS. The ideal candidate should have a strong foundation in Electrical Engineering, RF engineering, Systems Engineering and experience managing large matrixed technical teams. Experience in proposal development and technical subcontractor management is a must. This role will be working closely with the chief engineering office, other IPT’s, and program management to successfully propose and execute all aspects of the Radar IPT across for the DS3 program.
Job duties include:
Collaborating with Program Management on proposal strategies and estimation methodology to include major subcontracts.
Developing subcontractor Request for Proposals (RFPs) and evaluating subcontractor responses.
Developing labor Basis of Estimates (BOE’s).
Oversee the development of subcontractor Statement of Works and Procurement Specifications
Establishing road maps and execution timelines.
Leading a team of multi-disciplined engineers through the major subsystem component design, development, and integration activities across the DARC program.
Overseeing the design and development efforts supporting the Preliminary Design Review (PDR) and Critical Design Review (CDR) milestones of the DARC program.
Overseeing the development and documentation of the hardware architecture.
Overseeing the development of component specifications and procurement requirements.
Overseeing and managing the engineering technical baseline.
Managing a team of SS leads responsible for the technical management of major subcontractors.
Managing and maintaining key performance parameter (KPP) metrics across the various SS’s.
Overseeing engineering test and integration point testing activities within the RF Lab environment.
Briefing Northrop Grumman and Space Force leadership on all elements of the Radar IPT.
Basic Qualifications
Must have an active U.S. Government DoD Secret security clearance at time of application, current and within scope, with the ability to obtain and maintain a DoD Top-Secret Security Clearance and SCI approval/access.
12 years of experience with a Bachelors in Science, 10 years of experience with a Masters in Science degree, OR 8 years of experience with a PhD
Experience architecting and designing complex RF and Analog hardware systems
Previous experience with supporting proposals and developing engineering technical basis of estimates (BOEs)
Experience with Cost Plus and Fix Price contracts
Experience with the technical management of major subcontractors to include proposal evaluations and technical management
Experience working on at least two major design and development programs
Experience with Agile principles
Familiar with Model Based Systems Engineering principles
Previously held technical leadership roles
Previous experience managing technical risk
Familiar with the use of a Product Lifecycle Management (PLM) system to document and maintain a technical baseline
Ability to travel up to 25% domestically
Preferred Qualifications
DoD Top-Secret Security Clearance and SCI approval/access.
DARC architecture familiarity and system knowledge
Experience with the technical management of subcontracts with a value of at least $20 million
Ability to work within the Atlassian tool set (JIRA, Confluence)
Experience with the use of CAMEO as a model-based systems engineering tool
Ability to work within an RF lab environment and familiar with RF test equipment (i.e., spectrum analyzers, network analyzers)

Arbitrary Waveform Generators (AWG)
RF over fiber optic media converters
Cryogenically Cooled Low Noise Amplifiers (LNA’s)
High speed Analog to Digital (A/D) and Digital to Analog (D/A) converters
Familiar with the application of the Earned Value (EV) methodology to manage technical cost and schedule execution
