Budget and Acquisition Analyst
Location: Hybrid / Washington, DC
Metric5 is currently seeking a Budget and Acquisition Analyst.
As the Budget and Acquisition Analyst, you will lead the Office of the Chief Information Officer (OCIO) Acquisition and Budget workstream for the Alcohol and Tobacco Tax and Trade Bureau (TTB). You will be responsible for providing full acquisition lifecycle management and IT portfolio governance.
Responsibilities:
Day-to-day activities include:
- Developing acquisition strategies to ensure compliance with the Federal Information Technology Acquisition Reform Act (FITARA) and Category Management goals.
- Conducting market research and preparing complete procurement packages, including Performance Work Statements (PWS), Independent Government Cost Estimates (IGCE), evaluation factors, and OMB justifications.
- Performing technical and cost evaluations, heavily focusing on Cloud FinOps, budget analysis, and Azure-specific cost forecasting to support financial planning.
- Entering and tracking requisitions in PRISM, monitoring acquisitions against budget authority, commitments, obligations, expenditures, and actuals.
- Leading TTB's Capital Planning and Investment Control (CPIC) program, managing Major Business Cases (OMB 300s), and scheduling Investment Review Board meetings.
- Supporting the OCIO's implementation of Technology Business Management (TBM) cost taxonomies and preparing quarterly/annual budget formulations.
- Coordinating with the Chief Financial Officer (CFO) to produce the Fiscal Year Annual Oracle Quick Reference Card.
Required Qualifications & Experience:
- Education: Bachelor’s degree in Business, Finance, IT Management, or a related discipline.
- Experience: 8+ years of experience in federal IT acquisition lifecycle management, budget formulation, and CPIC.
- Hands-on experience with PRISM (or similar federal financial/procurement systems) and Technology Business Management (TBM) reporting.
- Proven ability to draft IGCEs, PWSs, and sole-source justifications.
- Strong understanding of Cloud FinOps principles and Azure cost forecasting.
- Must be a U.S. Citizen or Lawful Permanent Resident Alien with at least three (3) years of U.S. residency and able to obtain a government suitability clearance.
Preferred Qualifications & Experience:
- Active Treasury clearance.
- Formal certification in Cloud FinOps or AWS/Azure Cloud Economics.
- Prior experience supporting Department of the Treasury acquisition processes.
Salary Range: $100,000 - $125,000 annually
