Range Safety Specialist - Laser
The Range Safety Specialist reports to and receives work direction derivatives from the Project Manager. The Range Safety Specialist shall provide management and operational support of Marine Corps ranges with knowledgeable personnel to provide the expertise and capability necessary to analyze, execute and better implement and provide an efficient, effective training program addressing laser operations, for current and future capabilities, including but not limited to specific disciplines in the following:
ESSENTIAL DUTIES AND RESPONSIBILITIES
Review and analyze encroachment, airspace, and environmental concerns among USMC RTAs to provide assistance to installations and make recommendations regarding efficient and effective placement of ranges for laser range training, to include considerations such as buffer angle adjustments, Nominal Ocular Hazard Distance options, and Firing Point locations.
Integrate and/or deconflict laser danger zones with other danger zone activities (i.e., SDZs, WDZs, Explosives, etc.) within Operational Training Ranges.
Provide knowledge and support related to RTAM and Installation Range Management plans for the purpose of planning, advisory, programmatic, and training implementation, development and management of current and future operational range policies and programs IAW MCO 3550.10 as it pertains to lasers.
Provide subject matter expertise to support the in-depth review and analysis of issues related to and concerning the location and size of training related danger zones (i.e. surface danger zones, weapon danger zones, explosive danger zones, laser surface danger zones, and noise areas) in the context of other installation features as crucial to the efficient operation of USMC ranges and understanding for the location, size, capabilities, and integration of non-lethal weapons in regards to activities on range and training areas.
Provide technical knowledge of USMC Laser Range Safety IAW MCO 3570.1D and expertise of multi-service laser use.
Provide technical knowledge and expertise in the planning and execution of laser range safety as it pertains to aviation range certification IAW MCO 3550.9A.
Provide expertise in laser certifications that support air to ground munitions IAW MCO 3550.9A, and MCO 3570.1D.
Provide technical knowledge and expertise concerning the use of the RMTK Laser Range Management Tool (LRMT) Tool IAW MCO 3570.1D.
Provide technical knowledge and expertise of USMC range safety policy and how that policy relates to DoD policy concerning laser use.
Support the development of laser range safety operational training range policies and programs.
Provide subject matter expertise in the development, planning, and execution of laser range safety training on operational ranges.
Develop updated laser range safety guidance, SOUMs and draft updates to and IAW MCO 3570.1D.
Provide analytical capability for laser range safety and design that extends OCONUS to enhance international training capability.
The contractor shall provide subject matter expertise in the development, implementation, and revision of ARSP-4.
EDUCATION
High school diploma or equivalent is the minimum acceptable education.
Required: Range Safety distance learning course (MarineNet).
Graduate of the RFMSS Functional Administrator course(preferred).
Graduate of the Inter-Service Range Safety Course (preferred).
Graduate of the Range Manager Tool Kit (RMTK) ~ formerly Geographic Information System (GIS) for Range Managers Course (preferred).
Graduate of the Weapons Danger Zone (WDZ) Course (preferred).
Graduate of the Range Airspace Manager Course (preferred).
EXPERIENCE
One year of Range Safety experience with two years of military experience.
The ideal candidate is a former SNCO or Officer who has experience as a Range Safety Officer or Officer in Charge.
