Northrop Grumman Aeronautics Systems has an opening for a Staff Property & Asset Management Analyst, Level 5 to join our team of qualified, diverse individuals. This position will be located onsite at our Oklahoma City, OK facility.

The qualified applicant will become part of Northrop Grumman’s Property/Asset Management organization, coordinating property control activities to ensure continual accountability of government/customer and company assets at NGAS locations and onsite in support of assigned programs in compliance with applicable government regulations and policies.

Roles and Responsibilities

  • Lead, oversee, and analyze complex Property/Asset Management activities associated with government, customer, and company property to ensure compliance with applicable contractual requirements, FAR Part 45, FAR 52.245-1, DFARS property management clauses, company command media, sector procedures, and customer expectations

  • Serve as a senior subject matter expert for property lifecycle management activities, including acquisition, receipt, identification, record creation and maintenance, movement, utilization, storage, inventory, reporting, transfers, supplier/subcontractor control, disposition, contract closeout support, and other accountable property processes

  • Provide senior-level guidance to Program Management, Global Supply Chain, Contracts, Subcontracts, Mission Assurance, Manufacturing, Logistics, Finance, suppliers, subcontractors, and other stakeholders on property accountability requirements, property system expectations, contractual flow down considerations, and compliant execution of property-related activities

  • Oversee, manage, and analyze activities associated with asset business systems to ensure company, customer, and U.S. Government property located at company sites, program locations, supplier locations, and subcontractor locations is managed in accordance with applicable regulations, contractual requirements, corporate policies, and operational excellence objectives

  • Establish, review, validate, and maintain property records and support documentation to ensure complete, accurate, and auditable accountability of government, customer, and company property throughout the property lifecycle

  • Use SAP S/4 HANA, Microsoft Office applications, data analytics tools, and other business systems to produce, validate, analyze, and interpret property data in support of customer data calls, internal reporting, inventory planning, audit readiness, metrics, and management decision-making

  • Lead or support physical inventory planning, cycle count validation, record accuracy reviews, reconciliation activity, property and material reviews, utilization reviews, excess property reviews, and corrective action efforts to ensure accountable property records remain complete, accurate, and current

  • Conduct and support internal and external property assessments, supplier/subcontractor surveillance reviews, property audits, property management system reviews, customer reviews, DCMA reviews, and other compliance evaluations. Analyze results for operational, contractual, financial, and regulatory impact

  • Prepare periodic, special-purpose, and ad hoc reports related to property accountability, material reviews, physical inventory, contract-accountable property, supplier/subcontractor property, customer data calls, metrics, audit responses, disposition status, and other property management requirements

  • Evaluate complex property issues, identify compliance risk, perform root cause analysis, develop corrective action recommendations, and drive sustainable process improvements that strengthen property accountability and reduce recurrence

  • Recommend, develop, and implement property management processes, procedures, metrics, training materials, desktop instructions, and policy improvements in alignment with leadership strategy, government property requirements, corporate command media, customer expectations, and operational needs

  • Provide training, guidance, and mentorship to property personnel, program employees, asset users, custodians, suppliers, subcontractors, and cross-functional stakeholders to ensure property responsibilities are understood and compliant execution is maintained

  • Coordinate with multiple disciplines, including Global Supply Chain, Contracts, Subcontracts, Program Management, Finance, Logistics, Manufacturing, and Mission Assurance, to ensure required processes are performed, documentation is maintained, and property-related risks are identified, elevated, and resolved in a timely manner

  • Interface effectively with internal senior leadership, customers, DCMA, suppliers, subcontractors, and other stakeholders on property-related matters requiring sound judgment, technical credibility, and clear communication

  • Support audit readiness and compliance posture for assigned programs, sites, suppliers, and subcontractors by ensuring property records, supporting documentation, metrics, surveillance results, and corrective actions are maintained in a manner that can withstand internal, customer, and government review

  • Support property management execution in a dynamic aerospace environment with high expectations, diverse assignments, competing priorities, and both individual and team-based responsibilities

Basic Qualifications

  • Must have either a bachelor’s degree with a minimum of 12 years of relevant experience; or master’s degree with a minimum of 10 years of relevant experience or a PhD with a minimum of 8 years of relevant experience; or in lieu of a 4 year degree will consider 16 years of relevant experience; or associate’s degree with a minimum of 14 years of relevant experience

  • Demonstrated progressive experience in Government Property, Property Management, Asset Management, Business Management, Supply Chain, Logistics, Contracts, Subcontracts, Finance, or a related discipline with direct involvement in regulated property accountability, property records, inventories, audits, reporting, lifecycle controls, supplier/subcontractor property, or related property management requirements

  • Demonstrated knowledge of Government Property-related contractual requirements, including FAR Part 45, FAR 52.245-1, and DFARS property management clauses

  • Experience interpreting and applying property-related contractual requirements, corporate procedures, command media, and regulatory expectations to operational property management activities

  • Experience supporting property lifecycle management activities such as acquisition, receipt, identification, record maintenance, movement, utilization, storage, inventory, reporting, transfer, disposition, supplier/subcontractor control, and/or contract closeout support

  • Experience conducting data analysis, data validation, reconciliation, reporting, metrics development, or record integrity reviews in support of property accountability, compliance, audit readiness, or management reporting

  • Experience coordinating across multiple functional organizations such as Program Management, Global Supply Chain, Contracts, Subcontracts, Logistics, Manufacturing, Finance, Mission Assurance, suppliers, subcontractors, or customer/government stakeholders

  • Proficient with Microsoft Office applications, including Excel formulas, charts, pivot tables, data analysis, and PowerPoint

  • Ability to work onsite at Oklahoma City, OK facility

  • Ability to travel as required

  • Must have the ability to obtain and maintain a DoD Secret clearance within a reasonable amount of time as determined by business needs

Preferred Qualifications

  • Current NPMA Property certification, including CPPS, CPPA, or CPPM

  • Advanced knowledge of FAR Part 45, FAR 52.245-1, DFARS property management clauses, and Government Property lifecycle requirements

  • Experience with SAP S/4 HANA or other enterprise asset/property management systems

  • Experience supporting aerospace, defense, manufacturing, sustainment, restricted, classified, or complex program environments

  • Experience supporting property management activities for both onsite program operations and supplier/subcontractor locations

  • Experience conducting or supporting Property Management System Audits, internal assessments, supplier/subcontractor surveillance reviews, DCMA reviews, customer audits, or other compliance evaluations

  • Experience with supplier or subcontractor property management, including surveillance reviews, subcontractor flow down awareness, property control evaluation, documentation review, and follow-up corrective action

  • Experience developing, analyzing, and presenting property metrics, dashboards, data calls, audit responses, inventory results, reconciliation status, disposition status, or management-level reporting

  • Experience performing root cause analysis, developing RCCAs, implementing corrective actions, and driving sustainable process improvements

  • Experience developing and implementing property management processes, procedures, desktop instructions, training materials, or command media improvements

  • Experience supporting AS9100, ISO, MMAS, SOX, audit readiness, or related business system/control requirements that impact property and asset management

  • Experience with Tableau, Power BI, or other data visualization and analytics tools

  • Advanced Microsoft Excel skills, including formulas, pivot tables, charts, data validation, lookup functions, and large data set analysis

  • Demonstrated ability to brief senior leadership, customers, government representatives, and cross-functional stakeholders on complex property matters

Primary Level Salary Range: $108,800.00 - $163,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
