Northrop Grumman Mission Systems (NGMS) in Baltimore, MD is seeking to hire Manager Electronics Manufacturing Training (M2).  The candidate will be responsible for managing, designing and delivering programs to train all levels of touch labor personnel. Develops tests and visual aids, conducts training classes, and develops criteria for evaluating effectiveness of training activities. Keeps abreast of training and development research: learning theory, motivation theory, and new materials, methods, and techniques. Develops in-house programs and practices to identify developmental needs, including preparing personnel for more responsible positions and increasing effectiveness in present assignments. May evaluate and/or oversee contractors or vendors to develop and/or administer training programs. May be responsible for development of e-learning programs for personnel on manual & automated activities. They will also be responsible for developing training for equipment including mechanical assembly, machining and various skills across the site.   They will work with subject matter experts to create appropriate training.

The ideal candidate is a motivated professional who self-initiates to apply knowledge of adult learning principles utilizing innovative solutions that meet organizational educational needs.  This training professional will collaborate with training staff and subject matter experts to identify, plan, create, design, test, implement, deliver, support, and maintain effective and engaging learning opportunities and training activities through a variety of modalities (self-paced, in-person, mobile, virtual, video, job aids, microlearning, articles, etc.).  This individual will have experience in facilitating hands-on learning and improving performance by creating, using, and managing appropriate learning theories, cognitive and technological processes, and resources. Must work collaboratively in a team environment across manufacturing and engineering disciplines to accomplish mission goals. Must excel in a fast-paced mission-focused environment.  Must be able to meet rapid delivery timelines.

 

Areas of Responsibility include:

  • Manage a team of 8-15 professionals responsible for the development, deployment, delivery and improvement of manufacturing training for our touch labor workforce across the Mission Systems Sector; ensure that the performance of the team meets or exceeds the needs of the business. Facilitate or lead the following:
  • Discussions with Subject Matter Experts (SMEs)  
  • Identification of optimal training delivery approach
  • Development of instructional materials
  • Continuous evolution of training
  • Provide project management leadership to support major initiatives across the manufacturing sector; includes but is not limited to planning, development and deployment of cross-sector projects to ensure they are delivered on time, within scope, and on budget.
  • Establish cross sector manufacturing touch labor training strategy; includes but is not limited to digital tool development, cross functional collaboration for shared services, training modalities for different populations, etc.
  • Assess learning effectiveness to drive continuous evolution of the training organization to best serve the business. This includes but is not limited to: instructional improvement opportunities, including pre-tests, post-tests, and knowledge checks.   

 

Basic Qualifications:

  • Bachelor's degree with 8 years relevant experience OR; Master's with 6 years of relevant experience OR a PhD with 5 years of relevant experience. Will consider 12 years of relevant experience in lieu of degree requirement.
  • Complex project management experience
  • 5+ years of people management or leading a team
  • Experience in manufacturing, operations manufacturing training, learning technology, or talent development.
  • Understanding of OSHA, ISO 9001/45001, and industry‑specific training regulations.
  • General knowledge of IPC Standards including IPC-610, IPC-620 and IPC J-STD-001 requirements
  • US citizenship required
  • Ability to obtain and maintain US Govt Secret Clearance

 

Preferred Qualifications:

  • 3-5 years teaching experience (will consider military experience) including designing and developing formal course curriculums, establishing workforce development training needs, developing goals and objectives, developing training programs, and applying the ISD process
  • Experience in selecting appropriate instructional methods such as individual training, group instruction, self-study, lectures, demonstration-performance, problem-based learning, student-centered learning, and guided discussion
  • Soldering experience at a Class 3 level
  • Previous or current IPC certifications

 

Primary Level Salary Range: $127,100.00 - $190,700.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
