The Distributed Systems Operating Unit (DSO) Strategic Captures organization has a near-term need for a Senior Staff Chief Systems Engineering, Integration, and Test (SEIT) Lead located 100% on-site at our Linthicum, MD location. The candidate selected will be responsible for leading a qualified, multidisciplinary team and program coordination in development of significant new capabilities.
 
What You’ll Get To Do:
The Senior Staff Chief Systems Engineering, Integration, and Test (SEIT) Lead is responsible for leading cross-discipline engineering efforts to align the proposal and execution of several high visibility programs and interface with Engineering & Program Management as well as the DSO Chief Engineer and System Architect.  The selected candidates will perform in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings.  The selected candidates are expected to be self-motivated, highly-organized, and detail-oriented and possess effective verbal and written communication skills.

This Senior Staff Chief SEIT Lead role requires the ability to lead SE (systems engineering, integration & test) activities for the DSO Strategic Capture family of programs. A successful candidate will be able to demonstrate organizational and technical problem-solving skills to ensure successful execution of SEIT scope and brief internal and external leaders on status and obstacles.

  • Requirements Development and Management: the SEIT Lead shall work with the Strategic Captures Chief Engineer and System Architect to develop and maintain system requirements for multiple applications in coordination with product design teams.  The SEIT lead shall be responsible for developing processes to capture and maintain requirements using best practices in classified and unclassified environments.  This entails capturing requirements for platform installation (size, weight, power, cooling, interfaces), system performance (mission-specific), and development risk (TRL, MRL, IRL).

  • System Physical Architecture and Design: the SEIT Lead shall ensure that product line design teams generate sufficient analysis and documentation to close gaps between platform installation and integration requirements.  The SEIT lead shall be responsible for configuration management of design attributes (Size, Weight, Power & Cooling; interfaces; performance; and roadmaps) to shape the integration and test strategies for several platforms.  This requires the development and implementation of a rigorous process to ensure consistency and completeness across the portfolio.          

  • System Integration & Test Strategy Development: the SEIT Lead shall be responsible for ensuring product team integration and test plans align with prime customer needs and schedules.  The SEIT Lead shall ensure that clear and consistent assumptions and methodologies are present in individual program schedules and risks. This requires consistent coordination with senior design engineers and system architects across all divisions with inputs from the Chief Engineer and System Architect.

  • SEIT Proposal Leadership: the SEIT Lead shall support reviews of DSO proposals to ensure that systems engineering, integration, and test scope and events (SRR, SFR, SDR, PDR, CDR, SVR, TRR) meets standards laid out in CO E100. 

 
This position is contingent upon the successful transfer of an active U.S Government Secret Clearance and the ability to obtain Special Program Access (SAP). 
 
Basic Qualifications: 

  • Bachelor’s degree with 14 years of experience, master's degree with 12 years of experience or Ph.D. with 10 years of experience in Science, Technology, Engineering, Mathematics, or related technical fields; an additional 4 years of experience may be considered in lieu of a degree.

  • U.S Citizenship is required.

  • A current / active U.S Government Secret Clearance.

  • Ability to obtain Special Program Access (SAP).

  • Understanding of U.S Government systems engineering principles (e.g. requirements and CONOPS definition, architecture development, integration and test).

  • Experience leading Integrated Product Team (IPT) initiatives, driving technical direction and fostering cross functional collaboration.

  • Experience creating and maintaining project schedules, aligning milestones with program goals and ensuring timely delivery of key results. 

  • Experience with developing and executing project schedules.

Preferred Qualifications:  

  • Advanced degrees in Engineering, Computer Science, Applied Physics, Applied Mathematics, or a related technical field.

  • Active Top Secret U.S Government Clearance or higher.

  • Experience with customer engagements at technical and programmatic levels.

  • Domain expertise in defense sensor systems, including hardware security, embedded software and firmware development.

  • Experience with the technical development and direction for many aspects of engineering on a program, including design, development, implementation, testing, and delivery of product to a customer.

  • Experience coordinating with external subcontractors, primes, and/or suppliers.

  • Experience at implementing a tailored SE approach for complex projects, including development of Systems Engineering Management Plans (SEMP), Engineering and Risk Review Boards, and Data/Configuration Management.

Primary Level Salary Range: $184,100.00 - $276,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
