Who We Need
This role serves as a Senior Multimodal Transportation & Distribution Policy Specialist, acting as the Marine Corps' primary authority for global intermodal transportation capabilities, hazardous materials (HAZMAT) compliance, and Joint Deployment and Distribution Enterprise (JDDE) policy integration.
This is a critical leadership and analytical role responsible for orchestrating over-ocean, rail, barge, inland, and commercial air transportation strategies. The incumbent manages multi-million dollar delivery service contracts, navigates complex international customs regulations, and ensures the safe, secure movement of Arms, Ammunition, and Explosives (AA&E) globally. Furthermore, the role requires direct representation of the Marine Corps at the highest levels of the DoW, Joint Staff, and interagency forums to shape strategic mobility, packaging, and sustainment policies.
What You’ll Do
Global Multimodal Transportation Policy & Strategic Contracts (30%)
- Multimodal Transportation Lead: Supports all over-ocean, rail, barge, inland, and intermodal transportation policy developments. Formulates and drafts policies governing safety, security, shipment receiving, and the secure transit of sustainment cargo and AA&E across all physical modes of transport.
- Major Contract Management: Supports enterprise transportation and delivery service contracts. Oversees Marine Corps execution and policy alignment for Universal Services, the Next Generation Delivery Service (NGDS), Global Heavyweight Services (GHS), and other critical commercial air cargo agreements.
- Strategic Mobility Agreements: Supports policy implementation and ensures USMC operational readiness for strategic civil-military augmentation programs, including the Voluntary Intermodal Sealift Agreement (VISA) and the Civil Reserve Air Fleet (CRAF). Ensures strict adherence to NATO Standardization Agreements (STANAG) for allied interoperability.
- Supply Chain Modernization & Route Planning: Serves as the freight functional focal point for supply chain management and distribution modernization initiatives. Develops and refines the USMC/CENTCOM Route Plan tied to the DoW Activity Address Directory (DOWAAD). Evaluates Direct Vendor Delivery (DVD) processes within the Containerization Consolidation Point (CCP) at Defense Distribution Centers to identify and implement cargo movement improvements.
HAZMAT, AA&E, and Incident Response Leadership (25%)
- HAZMAT & Air Clearance Authority: Supports hazardous materials preparation, specifically for military air shipments. Exercises delegated authority to manage, review, and process critical waivers, Certificates of Equivalency (COEs), Competent Authority Approvals (CAAs), special permits, and certification training extensions to ensure uninterrupted global mobility.
- Customs & Border Clearance: Supports customs and border clearance policy initiatives. Navigates complex international and domestic regulatory environments to prevent strategic bottlenecks and ensure continuous compliance for cross-border force flow and sustainment.
- System Tracking & Crisis Response: Oversees Marine Corps equities within the Intelligent Road/Rail Information Server (IRRIS) and the Defense Transportation Tracking System (DTTS). Leads the Marine Corps' operational response to transportation accidents, incidents, and security breaches involving USMC HAZMAT and AA&E shipments.
- Discrepancy Reporting: Supports policy development and issues resolution for Transportation Discrepancy Reporting (TDR) and Astray Freight (GOCARE) programs, ensuring rapid recovery and financial accountability for lost or damaged materiel.
Joint Policy, JDDE Architecture, & Enterprise Mapping (20%)
- JDDE Governance & Interagency Coordination: Supports the formulation of joint transportation policy in conjunction with the Joint Staff, OSD, USTRANSCOM, Surface Deployment and Distribution Command (SDDC), and the Defense Logistics Agency (DLA). Serves as the lead Marine Corps representative for the OSD-sponsored Distribution Working Group (DWG) and the Joint Service Interagency Coordination Subgroup (JSICS).
- Enterprise Process Mapping: Supports the capture and documentation of the enterprise-level "as-is" mapping of USMC distribution processes. This critical effort increases JDDE transparency and serves as the baseline for impact assessments regarding the implementation of the Joint Transportation Management System (JTMS).
- Regulatory Guidance Authorship: Serves as the Action Officer for the Marine Corps Distribution Manual. Acts as the USMC lead for Parts 2 through 7 of the Defense Transportation Regulation (DTR), ensuring all SDDC Customer Advisories and Military Freight Traffic Unified Rules Publications are analyzed and incorporated into USMC policy.
- Performance Standards: Supports the development and enforcement of joint Time Definite Delivery (TDD) Standards and CENTCOM Performance Review Standards in coordination with the USTRANSCOM J4/5 working group.
Packaging Programs, Facilities, & Administration (25%)
- Packaging & Preservation Leadership: Serves as an alternate representative on OSD-sponsored packaging and HAZMAT groups. Provides critical support and policy oversight for the Marine Corps Preservation, Packaging, and Packing (P3) Program, the Performance Oriented Packaging (POP) program, and international Solid Wood Packaging Material (Pinewood Nematode) compliance. Provides oversight to LOGCOM regarding operational container leasing and purchasing policies.
- Transportation Facilities Management: Serves as an alternate for Marine Corps inputs and policy alignment regarding the SDDC-published Transportation Facilities Guide (TFG).
- Financial & Administrative Oversight: Acts as the alternate preparer for the payment of Sable invoices via the Wide Area Workflow (WAWF) system on behalf of LPS-D, ensuring fiscal accuracy and prompt vendor payment.
- Section Leadership & Industry Recognition: Supports providing strategic direction, mentorship, and operational oversight for all assigned personnel. Participates in prestigious DoW and industry award programs, including NDTA Unit Awards, DoW Packaging Achievement Awards, and NIPHLE Hall of Fame recognitions.

- Must be a US Citizen with an active DoW Secret Clearance
- Mastery of Transportation Operations: Expert-level knowledge of multimodal transportation networks (surface, air, sea, rail), strategic mobility agreements (VISA, CRAF), and major enterprise contracts (NGDS, GHS).
- Regulatory & HAZMAT Expertise: Comprehensive understanding of domestic and international HAZMAT shipping regulations (CFR 49, IATA, AFMAN 24-204), customs border clearance protocols, and physical security requirements for AA&E.
- Joint Enterprise Acumen: Deep understanding of the JDDE, JLEnt, USTRANSCOM authorities, and DoW logistics IT systems (IRRIS, DTTS, JTMS).
- Analytical & Leadership Skills: Proven ability to map complex enterprise business processes ("as-is" to "to-be"), formulate high-level DoW policy, and confidently represent the Marine Corps in joint, interagency, and commercial forums.
- Independently plan, direct, and execute policy initiatives, represent the agency authoritatively in external negotiations, and serve as the acting LPS-D1 Section Lead when required. Work is reviewed strictly for adherence to broad strategic objectives and its impact on the overarching DoW and Marine Corps logistics posture.
- Guidelines include broad DoW Directives, the Defense Transportation Regulation (DTR), Joint Publications, Code of Federal Regulations (CFR), international treaties (NATO STANAGs), and commercial tariffs.
- Use exceptional judgment and ingenuity to interpret these regulations, negotiate waivers (COEs/CAAs), and draft service-specific manuals (Marine Corps Distribution Manual) where existing guidance is ambiguous or restrictive to combat operations.
