Job Description
This role is as a Procurement Supervisor in support of the Contract for Organizing Spaceflight Mission Operations and Systems (COSMOS) which is NASA’s next-generation mission operations contract at Johnson Space Center. COSMOS ensures the continuity of critical human spaceflight support by providing mission control services, advanced training systems, and full-scale spacecraft mockups for astronaut preparation and engineering analysis.
Description of Duties
The Procurement Supervisor oversees day-to-day acquisition operations, ensuring compliance with the Federal Acquisition Regulation (FAR), internal policies and contract requirements and reports directly to the COSMOS Business Manager. The Procurement Supervisor supervises a team of buyers, planners and support staff (including hiring, training, and delivery accountability) and manages procurements of approximately $40 million of purchases per annum across the contract in a highly integrated matrixed organization. The Procurement Supervisor will oversee the full acquisition lifecycle, including solicitation, competition, negotiation, award, and post‑award administration; Review and approve procurement packages for completeness, accuracy, and compliance; collaborate with Program Management, Finance, Property, IT, and Engineering to ensure requirements are well‑defined and properly supported. The Procurement Supervisor will support contract and subcontract administration tasks including tracking modifications, government regulation changes, IT compliance, vendor management and issuing subcontracts.
The candidate will provide support for, and direction of, the following:
1)Leadership and Management: Drive sustained superior performance, with a focus on continuous improvement; develop and manage coordination, collaboration, communication, integration activities and processes between COSMOS and Government stakeholders; strong and effective communication, problem solving, organizational and delegation skills; develop opportunities for growth, both in revenue and profitability; provide the appropriate training and guidance of members of the procurement team members across the COSMOS contract; and ensure and promote the development of employees such as succession planning through coaching, training, and leadership development.
2)Operations: Ensure the COSMOS procurement systems and processes meet contract and corporate objectives; successfully integrate and coordinate procurement operations to meet the contract requirements; understand the audit manuals and scope of Accounting System and Purchasing System reviews, and coordinate with Corporate as necessary to provide effective audit support; manage policies and procedures for procurement, ensuring alignment with company directives.
3)Customer Relations: Maintain the highest levels of fairness, business ethics and personal ethical conduct; optimize customer visibility; interface with COSMOS stakeholders and Government officials; establish transparent, trusting and strategic relations; and brief leadership on procurement status, as well as key issues impacting financial and technical performance.

Job Requirements
Must have one of the following combinations of education and experience: HS Diploma (or GED) and 16 years of general experience; Associate’s degree and 12 years of general experience; Bachelor’s degree and 10 years of general experience; Master’s degree and 8 years of general experience.
- Must have 8 years of direct experience in supply chain fields
- Must have 5 years of experience in leadership roles
- Must be able to obtain a NASA Personal Identity Verification (PIV) Badge for NASA credentials
Desired Requirements

- Experience with Office 365 Tools
- Experience with DCMA approved procurement systems
- Experience with Deltek Costpoint Materials Module
- Experience with IT hardware and software procurements
- Direct supervision experience of a procurement team
