Environmental Technician
The successful candidate will serve as a Stormwater Sampler supporting the Environmental Compliance Program at Joint Base Lewis-McChord (JBLM), WA. The successful candidate will provide technical support to a comprehensive stormwater management program mandated by the Clean Water Act (CWA) and three EPA permits.
RESPONSIBILITIES:
- Conduct MSGP quarterly visual assessments and provide reports for industrial outfalls associated with the permit.
- Maintain a MSGP sampling and analysis and quality assurance plan in accordance with permit requirements and support annual update.
- Conduct MSGP recurring outfall monitoring on creek drainage basin outfalls for fecal coliforms, dissolved oxygen, and temperature.
- Conduct MSGP outfall monitoring on required outfall locations.
- Calibrate equipment, complete chain-of-custody forms, properly label and pack samples, and transport samples to the laboratory in compliance with hold times.
- Upload sampling data into Federal and State databases.
- Conduct trends analysis, evaluate for compliance with permit benchmarks, and investigate and communicate anomalies to JBLM.
- Conduct illicit discharge surveys and upload results into the database of record.
- Conduct periodic sampling in accordance with the MS4 permit including but not limited to flow-weighted composite and benthic macroinvertebrate sampling.
- Conduct other monitoring, sampling, and inspections as required for permit compliance.
- Provides stormwater outreach, education, and training to soldiers and civilians on JBLM.
- Maintain a detailed log of field activities to include weather conditions, rainfall amounts, equipment calibration, equipment failures, and other notes needed to document field and equipment conditions.
Specific Qualifications
- Bachelor’s Degree in Environmental Science or related field.
- Working knowledge of the Clean Water Act, National Pollutant Discharge Elimination System, and other applicable stormwater laws and regulations.
- Experience conducting water quality sampling and inspections.
- Experience working with calibrating and using water sampling equipment to measure dissolved oxygen, temperature, etc.
- Experience with MS Windows OS and Office software including Word, Excel, PowerPoint, and Outlook.
- Excellent time management skills, and the ability to work independently and meet strict government and regulatory reporting requirements.
- Physical ability to conduct day-long inspections and sampling walking across varying terrain and under differing weather conditions.
- A valid state driver’s license and the ability to pass a government background investigation and pre-employment drug screening.
