The Command and Control (C2) Systems Administrator reports to and receives work direction derivatives from MSTP Project Manager.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Collaborates with uniformed military and contractor counterparts in the design of Information Management Plans for simulation-driven and scripted training exercises for MAGTF Staffs within the context of a Joint or Combined Task Force environment across the range of military operations.

  • Identifies Information Exchange Requirements and develops the Higher and Adjacent Headquarters Information Management Plan in support of MAGTF level exercises.

  • Operate, maintain, and administer C2 communications and IT systems in production, development, exercise, and training environments.

  • Plans and develops policy for the use of collaborative tools for the sharing of information and authors applicable chapters and enclosures to Exercise Agreements and Planning Books in support of the overall exercise design and training audience operational planning.

  • Collaborates with Security Managers and Foreign Disclosure Officers in the development of Information Management Plans. Applies derivative classification guidance in the development of classified products.

  • Assists the MSTP IMA Detachment with exercise planning and preparation, systems training/familiarization, role-playing responsibilities and the execution of the Higher and Adjacent Headquarters Information Management Plan.

  • Possesses detailed and functional knowledge of the Marine Corps and joint/combined Planning Process and Marine Corps and joint doctrine related to Joint/Combined HHQ operations and Information Management and leads the section in the creation of scenario-based orders, directives and policy.

  • Prepares reports, briefs, and documents to support event scenario development and higher and adjacent headquarters functions.

  • Participates in and conducts reviews and structured walk-throughs of events, operation orders and plans, and information gathering requirements.

  • Creates and edits documents, analyzes problem areas, and collaborates on feasible solutions.

  • Attends conferences and meetings at the resident site and other locations off site. Leads syndicates and/or working groups within area of emphasis.

  • Adjusts work hours and External Elements ESMD billet description as necessary to support fully functional 24-hour continuous operations during events.

  • Performs those duties listed under Military Analyst and is prepared to assume the role of an event OTC to support the MSTP MAGTF Branch when required.

  • Provides inputs and participates in Final After Action Reviews and structured walk-throughs of events, operations orders and plans, and information gathering requirements.

  • Reviews, revises, writes, and provides comments on Marine Corps and joint doctrine documents, best practices, and TTP not covered by doctrine (i.e., Marine Corps Interim Publication, MSTP Pamphlet).

EDUCATION

  • Bachelor's degree is required (Master's degree is preferred) with a major in information systems, operations research, management, military science, or equivalent area desired.

  • Attendance at Intermediate Level School (e.g. Marine Corps CSC or completion of equivalent nonresident course) is required. Attendance at SAW or Top-Level School is preferred.

  • Must meet DoD 8140.01 Information Assurance workforce program requirements for Information Assurance Technical (IAT) Level II: Baseline Certification ‐ IAW DoD 8140.01. Baseline certification is required within 60 calendar days of contract award.

EXPERIENCE

  • Minimum eight years of operational experience in deployment and employment of ground combat, aviation, supporting arms, or combat service support units, related equipment and C2 methods and systems at the Higher Headquarters level.

  • Minimum three years of training and education experience in military doctrine, tactics, or planning.

  • Direct experience in real world contingency operations is desired.

WORKING CONDITIONS

  • Required to sit for extended periods of time and maintain focus

  • Daily travel in local area during workday (including use of personal vehicle)

  • Be able to work an unstable schedule, to include holidays and weekends.

SPECIAL POSITION NOTATIONS

  • Requires 10% - 15% travel

  • Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.

  • Daily travel in local area during workday (including use of personal vehicle).

SECURITY CLEARANCE

  • A Secret security clearance is required for this position.

  • This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
