Position Title: Document Control Manager


About the Position

Were seeking a Document Control Manager to support large, complex infrastructure programs, including highways, roads, bridges, transit (rail and bus), international airports, and water/wastewater projects delivered through both traditional and alternative delivery methods. Your primary focus will be leading document control operations, information governance, and enterprise document management initiatives that support program delivery, regulatory compliance, and organizational performance across major capital programs. This role will oversee document control personnel, establish and maintain program-wide standards, and support implementation and optimization of Electronic Document Management Systems (EDMS). The position requires close collaboration with project teams, consultants, contractors, quality management personnel, information technology staff, and executive leadership.

This is a long-term, full-time, on-site position located in Sacramento, CA.

Responsibilities may include, but are not limited to, the following:

  • Lead, manage, and continuously improve document control operations supporting large, complex infrastructure programs.
  • Supervise, mentor, and develop document control staff while establishing workload priorities and performance expectations.
  • Develop, implement, and maintain document control policies, procedures, standards, templates, and governance practices.
  • Oversee implementation, administration, optimization, and adoption of Electronic Document Management Systems (EDMS) and related document management technologies.
  • Coordinate document control activities among project teams, consultants, contractors, and stakeholders to ensure consistency and compliance.
  • Establish and monitor key performance indicators, dashboards, reporting tools, and program metrics to support executive decision-making.
  • Support business process improvement initiatives, workflow automation efforts, and operational efficiency enhancements.
  • Collaborate with information technology, records management, quality management, and project stakeholders to implement document management solutions.
  • Monitor compliance with contractual requirements, document control procedures, regulatory requirements, and quality standards.
  • Support audits, quality reviews, corrective action programs, litigation support efforts, public records requests, and information governance initiatives.
  • Prepare executive-level reports, presentations, recommendations, and program performance assessments.
  • Support project closeout activities, records retention requirements, and document turnover processes.

Minimum Qualifications

  • Bachelor's degree in business administration, information management, construction management, or related field, or equivalent combination of education and experience.
  • 10+ years of document control experience supporting large, complex construction projects, infrastructure programs, or capital improvement initiatives, including 2 years of demonstrated experience leading and managing a document controls team.
  • Experience developing, implementing, administering, and improving document control systems, procedures, and governance frameworks.
  • Experience supporting implementation, configuration, administration, or optimization of Electronic Document Management Systems (EDMS).
  • Experience coordinating document control requirements among owners, consultants, contractors, project teams, and executive stakeholders.
  • Knowledge of information governance, records management, document retention requirements, and document lifecycle management.
  • Experience supporting audits, compliance reviews, quality management initiatives, and corrective action programs.
  • Ability to analyze operational performance, identify improvement opportunities, and implement effective solutions.
  • Experience developing performance metrics, dashboards, reporting tools, and executive-level presentations.
  • Experience with workflow automation tools and business process improvement initiatives.
  • Skilled in automated workflow tools such as Power Automate, Power BI, or similar platforms, and experienced in technical training delivery.
  • Proficiency with document management platforms, EDMS technologies, and enterprise collaboration systems.
  • Proficiency with Microsoft Office Suite/Office 365 (e.g., Outlook, Teams, Word, Excel, PowerPoint, SharePoint, etc.).

Preferred Qualifications

  • Masters degree in business administration, information management, or construction management.
  • Certified Document Controller (CDC), Certified Records Manager (CRM), Project Management Professional (PMP), or similar professional certification.
  • Experience supporting major transportation, rail, transit, aviation, highway, bridge, or other large public-sector infrastructure programs.
  • Knowledge of public-sector compliance requirements, records retention programs, and ISO 9001:2015 quality management systems and audits.
  • Experience with Power BI, Power Automate, SharePoint administration, Autodesk Construction Cloud, Aconex, Unifier, Procore, or similar enterprise platforms.

Compensation Details

Expected Salary: $120k-$190k/year ($57-$92/hour). Luster provides the salary range that the company in good faith believes it might offer for this position based on the successful candidates level of experience, knowledge, skills, abilities, education, certifications, licenses, geographic location, etc. Luster reserves the right to ultimately pay more or less than the posted range depending on circumstances not related to any status protected by local, state, and/or federal law.
