The Defense Sector at Leidos has an opening for a Program Manager to support our customer at Eglin Air Force Base, Florida. This is an exciting opportunity to apply your leadership, program management, and technical expertise in support of the Joint Assessment Division (JAD) mission.

The Program Manager will lead staffing, training, management, and execution for a 47-person workforce of analysts and engineers conducting independent, comprehensive operational analyses of emerging, developmental, and fielded Command and Control Information Systems and Procedures (C2ISP).

Primary Responsibilities:

The Program Manager will be responsible for overall contract execution and customer engagement, including:

  • Providing on-site contract support and serving as the authorized interface with the Government Contracting Officer (KO), Contracting Officer’s Representative (COR), Technical Assistance representatives, and government management personnel, as required.
  • Leading test and/or assessment-related program and project management activities with increasing levels of responsibility.
  • Providing technical and managerial leadership across the full scope and depth of tasks described in the Performance Work Statement (PWS).
  • Managing complete project lifecycles from inception through fielding, including planning, execution, resource management, and delivery.
  • Formulating and enforcing work standards; assigning tasks and schedules; reviewing work products and discrepancies; supervising contractor personnel; and communicating organizational policies, priorities, and goals.
  • Delivering differentiated and uninterrupted services in support of the JAD Annual Workplan, including efforts such as the FY26 Joint Staff J6-sponsored Bold Quest Coalition Capability Demonstration and Assessment and Joint All-Domain Command and Control (JADC2) assessments that leverage Service and Combatant Command venues, as assigned by leadership.
  • Coordinating with the JAD Division Chief, a military O-6, and the COR to ensure clear understanding of customer intent, priorities, and satisfaction with contract performance.
  • Coordinating customer analytical and technical requirements with assessment project military leads.
  • Coordinating customer business requirements across four DoD civilian-led branches: the Operational Assessment Branch, Technical Branch, and Sustainment Branch at Eglin AFB, and the Technical Assessment Branch at Suffolk, Virginia.
  • Providing effective financial management for a five-and-a-half-year contract, balancing the $73M ceiling constraint with Leidos financial objectives and on-contract growth requirements.
  • Supporting Leidos program execution priorities, including staffing, risk management, training, employee engagement, diversity, equity and inclusion, and long-term program growth.

Basic Qualifications:

  • Bachelor’s degree and a minimum of 8+ years of military or civilian equivalent management experience or a Master’s degree with 6+ years of experience. Additional experience may be considered in lieu of a degree.
  • US Citizen with an active Top Secret clearance with SCI eligibility.
  • At least 2 years of specialized experience in a C2ISP field, such as air, maritime, or ground command and control.
  • Experience demonstrating increasing responsibility for test and/or assessment-related program or project management activities.
  • Demonstrated technical and managerial leadership within the scope and complexity of the tasks described in the PWS.
  • Experience providing guidance and direction across complex operational, analytical, technical, and programmatic functions.
  • Proven expertise in the management and control of funds and resources.
  • Demonstrated capability managing support contracts of similar type, scope, and complexity.

Preferred Qualifications:

  • Project Management Professional (PMP) certification.

Pay Range:

Pay Range $131,300.00 - $237,350.00
