WHEDA is seeking a Manager Low Income Housing Tax Credit Program to join our Commercial Lending department in our Madison facility.
SALARY: Hiring Range for this position is from $85,275 to $106,404 Annually. Offered Salary will be based on qualifications and internal pay equity. WHEDA provides a competitive salary and WHEDA employees participate in the State of Wisconsin benefit package which includes retirement, health insurance and deferred compensation programs.
POSITION OVERVIEW:
The Low Income Tax Credit Program Manager is responsible for management of the State and Federal housing tax credit programs, conducting research and analysis, preparing recommendations to optimize outcomes derived from the tax credit programs, addressing customer and compliance needs, and staying current, with industry trends and requirements. This position is highly collaborative, engaging multiple levels and departments within the Authority and with external customers and partners. The Low Income Tax Credit Manager leads large and complex projects related to Federal and State Tax Credit programs.
ESSENTIAL DUTIES:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
- Leads all activities associated with WHEDA’s Housing Tax Credit Programs in alignment with the Authority’s mission and goals. Includes oversight of the policies and development of the allocation methods outlined in the Qualified Allocation Plan as well as the competitive application materials and scoring process for multiple competitions annually. This work includes planning, coordinating, administering, and evaluating the programs, and enhancing processes and procedures while ensuring compliance with all governmental laws, regulations, codes and/or standards. It also includes managing each phase of the tax credit process from allocation through transition to compliance.
- Monitors program outcomes including evaluating impacts of resource deployment in relation to established goals through data and other analysis, and recommends strategies, enhancements or best practices to senior management based on housing research and analysis.
- Responds to requests for information and provides subject-matter-expert guidance to other departments, customers, public and/or outside agencies. Serves on a variety of internal and external committees, task forces, and other Authority committees to secure advocacy and influence programs and ideals.
- Develops communication, guidance, and training, including public presentations and written materials, for internal and external partners.
- Supervise staff, ensures adequate training, planning and prioritizing work; monitoring timeliness and completeness of tasks; ensuring that employees follow policies and procedures; and monitoring individual adherence to policies and procedures and providing feedback to staff.
- Act as the business liaison to implement and maintain WHEDA’s tax credit management software including leading a cross-functional project team comprised of internal departments and other organizations to promote organizational effectiveness and accurate system and data management.
Performs or assists with other duties as assigned.
Position Specific Responsibilities might include:
- Project management of cross-functional teams;
- Recommend and develop new housing products/programs based on strategic direction;
- Recommend changes and improvements to internal policies and products to increase efficiency;
- Monitoring federal and state program requirements; Lead the administration of the Housing Tax Credit Programs;
- Monitoring performance of the Housing Tax Credit Program and assist in taking appropriate program changes and enhancements;
- Work with management and Finance to enhance/improve existing lending products;
- Participate in review of viability of other lending programs to enhance WHEDA lending income (e.g. HUD Risk Share).
QUALIFICATIONS:
- Bachelor’s degree in Business, Finance, Real Estate, Accounting, Economics, or a closely related field AND 7 years of progressively responsible experience related to commercial or multifamily loan servicing, risk analysis or asset management, including 5 years of supervisory experience; OR an equivalent combination of education and experience.
- Valid Driver’s License Required
KNOWLEDGE AND SKILLS:
- Advanced knowledge of multifamily lending and housing tax credit and underwriting principles and practices.
- Advanced knowledge of multifamily state and federal funding sources and programs, laws, rules and regulations.
- Advanced knowledge of policy development and evaluation, quantitative and qualitative analysis of program outcomes, conducting and incorporating research to inform strategy.

Remote Work Options:
This position has a work schedule that will initially be 100% in-office. After training is complete, it is at the discretion of the direct manager when the employee may begin a hybrid work schedule with up to two remote days weekly.
