Director of Security and Chief Safety Officer
The Director of Security and Chief Safety Officer role is responsible for the transportation / fleet safety and industrial safety programs. These programs include but are not limited to the creation of specific training and organizational development plans, updating and implementing training and safety processes, and implementing vehicle accident and work-related injury loss reduction plans. This role will create and manage the organization's security processes and programs to assure employees, passengers, facilities and transit centers are secure and safe. The Director of Security and Chief Safety Officer will also be responsible for identifying risk / safety hazards and exposures and develop solutions and corrective actions in cooperation with responsible organizational units.
ESSENTIAL FUNCTIONS
ESSENTIAL FUNCTIONS
- Develop, implement and enforce Safety and Security policies and procedures.
- Ensure the Agency Safety Plan is evaluated annually, updated as necessary and executed.
- Determine safe work methods and ensure that employees are notified of new and modified methods.
- Ensure that employees are trained in safety and security policies and procedures.
- Ensure that employees follow procedures.
- Ensure health, safety and security concerns of employees are responded to in a timely manner.
- Coordinate the efforts of all employed by the Authority in recognizing hazards and taking appropriate corrective actions or control measures.
- Ensure Root Cause Analysis are performed on safety related incidents, including development of corrective actions to mitigate and/or prevent recurrence.
- Inform directors and supervisors about how best to carry out their fundamental responsibilities for preventing accidents in their operations.
- Oversee the transportation/fleet safety and industrial safety programs.
- Ensure safety and security personnel evaluate new and updated bus shelter and layover locations as well as revised routes.
- Ensure internal auditing plan is carried out for all modes.
- Provide notification to FTA or other required agencies of any reportable incidents.
- Ensure the Configuration Management Process is followed for safety and security related matters.
- Ensure safety and security certification is followed for current system and any additions.
- Oversee the Operator Training Program, which includes new operator, refresher, targeted and refresher training activities.
- Ensure emergency response drills including fire drills, tabletop and full-scale exercise are carried out as directed by emergency operations plans and procedures.
- Provide environmental oversight to ensure required permitting, reporting and training is completed.
- Ensure threat and vulnerability analysis are performed annually or more frequently as needed.
- Ensure the Security and Emergency Preparedness Plan (SEPP) is evaluated annually and updated as needed.
- Ensure police details are managed to provide the most secure environment for the public and employees to the extent possible.
- Ensure there is communication, coordination and training with CPD, local police and emergency responders, Department of Homeland Security (DHS) and the Transportation Security Administration (TSA).
- Assure Metro maintains strong relationships with police and emergency response jurisdictions.
- Ensure facility security assets are maintained.
- Facilitate the development of strategies to meet or exceed organizational and department performance goals and objectives, monitor results, and recognize employee, department and organization accomplishments.
- Oversee the continued development of all Safety, Security and Training employees to keep them abreast of new technologies; oversee and direct the development of safety, security and training management employees' skills and understanding of procedures and policies, developing, implementing, monitoring and overseeing adherence to performance standards.
- Advance staff through training, professional development and promotional opportunities.
- Model, facilitate and encourage exemplary internal and external customer service, open communication, collaboration, participation and professional development among staff.

EDUCATION/EXPERIENCE
- Bachelor's Degree preferred.
- Minimum of five (5) or more years' experience in Industrial setting preferably in Transportation or Transit environment.
CERTIFICATIONS
- Transit Safety and Security Program (TSSP) – (OHST) certification required.
- Certified Safety Professional (CSP) certification preferred.
SKILLS & ABILITIES
- Proficient in the MS Office (or similar) suite, including, but not limited to, Excel, Word, Access and PowerPoint; GroupWise email; Maximo (or similar) inventory management and purchasing modules.
- Must have the ability to learn new computer programs (software and applications).
- Must be able to lift and carry materials and supplies, up to 50 lbs.
- Must be able to respond to critical situations and work a flexible schedule as required.
