Protocol Technical Lead

PCI Productions is seeking a Protocol Technical Lead for a contract in Huntsville. This civilian role reports to the Program Manager and is fully onsite.

Key Responsibilities
Protocol & Event Execution
  • Event & Ceremony Management: Plan, coordinate, and execute official military and civilian ceremonies, including retirements, promotions, changes of command, and award presentations, as well as VIP receptions and senior-level office calls.
  • Distinguished Visitor (DV) Support: Develop and manage comprehensive itineraries, logistical support, and security coordination for international and state visits, senior DoD officials, and other distinguished guests.
  • Conference & Meeting Coordination: Oversee the planning and execution of MDA conferences, ensuring all venue, catering, and audio-visual requirements are met.
  • Customs & Courtesies: Act as the subject matter expert for all protocol-related functions and duties, including DoD and military etiquette, precedence, and traditions. Ensure proper honors are rendered during official visits.
  • Briefings & Communications: Create and brief IPR (In-Progress Review) slides for the Director and team members to communicate operations and expectations for upcoming visits and events.
  • Customer Service: Provide exceptional customer service and hospitality to all MDA personnel and distinguished visitors.
  • Stakeholder Liaison: Act as the primary point of contact between senior leadership, external agencies, foreign embassies, and base operations regarding protocol matters and visit logistics.
Team Leadership & Contract Management
  • Contract Integration: Conduct and integrate all aspects of the contract, managing schedule, cost, and quality.
  • Government Liaison: Serve as the focal point to the Government Contracting Office Point of Contact (POC).
  • Deliverables & Reporting: Ensure timely submission of all contract deliverables (CDRLs) and support a monthly meeting focusing on areas of contract performance, including:
    • Hiring / Backfill status (Schedule)
    • Contract Vacancies (Meeting Staffing Requirements)
    • Regulatory Compliance
  • Financial Management: Manage projected Travel and Other Direct Costs (ODCs) and resource allocations for events.
  • Training & Mentorship: Train protocol staff and colleagues on proper protocol policies and best practices.
  • Administrative Oversight: Prepare and review official invitations, seating charts, biographies, scripts, and briefing materials for the host and attending dignitaries.
Job Requirements
  • BA/BS and 5 years of relevant protocol experience within DOD supporting General Officer/Flag Officers/Senior Executives Service (SES) and/or Garrison, Installation, Base level commanders
  • Acceptable substitute: 8 years of relevant protocol experience within DOD supporting General Officer/Flag Officers/Senior Executives Service (SES) and /or Garrison, Installation, Base level Commanders
  • Must have and maintain an active DoD Secret clearance
  • 3 years' experience supervising and providing direction to team members.
  • 5 years' experience in planning, coordinating, executing, and providing logistical support for conferences, meetings, ceremonies, official events, and command sponsored functions.
  • 5 years' experience and knowledge of military regulations, military customs and courtesies.
  • 5 years' experience managing and coordinating government protocol events which may include scheduling venues, parking coordination, transportation, accommodating distinguished visitors, and coordinating audio/video requirements.
  • Expert in Microsoft Office products including Outlook, Excel, Word, Teams, and PowerPoint.
  • Excellent communication skills to include phone, office etiquette, and written skills.
  • Expert in government property regulations and systems.
  • Expert developing employee training programs and strategies including providing on the job training to meet the Agency's mission.
  • Expert developing, maintaining and coordinating administrative and event schedules.
  • Expert developing protocol products such as briefing papers, scripts, invitations, itineraries and other forms of written communication.
  • Expert in Controlled Unclassified Information (CUI), and Classified information handling programs and procedures.
