SUMMARY

The Chief Operations Officer (“COO”) oversees the daily operations of the bank, ensures regulatory compliance, drives operational efficiency, and implements strategic initiatives to support the bank’s goals. The COO manages the bank’s loan and deposit operations, including but not limited to the Loan Operations Department and Operations Administration. Provides leadership through hiring, coaching, developing and retaining top talent and developing action plans and objectives for department and individuals that align with the bank’s strategic plan. Holds management team accountable for achieving assigned goals and targets. As member of executive management, participates in formulating Company-wide strategies, decisions and policies. 

Ensures compliance with established Company policies and procedures.  Demonstrates knowledge of, adherence to, monitoring and responsibility for compliance with state and federal regulations and laws as they pertain to this position including but not limited to the following: GLBA (Gramm-Leach-Bliley Act), Regulation Z (Truth in Lending Act), Regulation DD (Truth in Savings Act) Regulation B (Equal Credit Opportunity Act), Dodd–Frank Wall Street Reform and Consumer Protection Act (Dodd Frank Act), Elder Abuse Laws, Bank Secrecy Act in conjunction with the USA PATRIOT Act, Anti-Money Laundering and Customer Information Program, Right to Financial Privacy Act (state and federal) and Community Reinvestment Act.


REQUIRED DUTIES

1.    Responsible for the daily operations of the bank’s loan and deposit back-office functions. 

2.    Supports the business frontlines through proactive management and enhancement of internal processes related to loan operations and deposit operations, including driving operational efficiency through use of core systems and associated processes. 

3.    Oversees the success of the Company’s operational functions, including providing excellent internal customer service to the frontline, managing operational efficiency and continuity,  employee management and retention, meeting budget goals, and contributing to the overall success of the Company as part of the Company’s management's team. 

4.    Assists in the creation and implementation of the strategic vision, motivates team through effective communications to achieve desired financial results, and provides a role model in representing the Company’s vision and core values internally and within the community.

5.    Ensures all company, division and departmental policies, regulatory and compliance concerns and procedures are effective and implemented.

6.    Responsible for overall operational soundness of loan and deposit operation functions.

7.    Provides forward looking assessments of risk and allocates resources based on internal and external trends and events; advises CEO of same.

8.    Participates in major business initiatives and proactively advises and assists the business on change initiatives.

9.    Represents the Company in community, civic, and community reinvestment functions.

10.    Serves on several Company committees as assigned.

11.    Consistently applies superior decision making skills and conflict resolution techniques.

12.    Plays a positive role in the development and growth of assigned department staff through excellent communication skills, both verbal and written, along with strong delegation skills assuring a highly cross-trained staff.

13.    Performs personnel actions including performance appraisals, disciplinary actions, and interviewing candidates for employment; supervises the daily activities of the department including, but not limited to, effective delegation of assignments, developing work schedules and providing necessary training.

14.    Demonstrates knowledge of and adherence to EEO policy; shows respect and sensitivity for cultural differences; educates others on the value of diversity; promotes working environment free of harassment of any type; builds a diverse workforce and supports affirmative action.

17.    Performs the position safely, without endangering the health or safety to themselves or others and will be expected to report potentially unsafe conditions.  The employee shall comply with occupational safety and health standards and all rules, regulations and orders issued pursuant to the OSHA Act of 1970, which are applicable to one’s own actions and conduct.

18.    Performs duties specific to the position and other functions as assigned.


MINIMUM REQUIREMENTS

These specifications are general guidelines based on the minimum experience normally considered essential to the satisfactory performance of this position.  The requirements listed below are representative of the knowledge, skill and/or ability required to perform the position in a satisfactory manner.  Individual abilities may result in some deviation from these guidelines.

    Bachelor’s degree from an accredited college or university; and at least ten (10) years of related experience and/or training.  A master's of business administration (MBA) degree within the business and/or finance fields is preferred. Work related experience must consist of management experience in the financial services industry.  Educational experience, through in-house training sessions, formal school or financial industry related curriculum, should be business or financial industry related.

    Advanced knowledge of retail banking and commercial banking operations and strategy.

    Mastered knowledge of related state and federal banking compliance regulations, and ability to execute on bank policies and procedures.

    Excellent organizational and time management skills with the ability to provide leadership, supervision and training for employees using positive supervisory techniques to ensure maximum productivity; demonstrated ability in organization and delegation skills.

    Intermediate knowledge of human resource labor laws and policies.

    Intermediate skills in computer terminal and personal computer operation; mainframe computer system; word processing and spreadsheet software programs.

    Intermediate typing skills to meet production needs of the position.

    Intermediate math skills; ability to calculate interest, commissions, proportions, and percentages; balance accounts; add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions and decimals; locate routine mathematical errors; compute rate, ratio and percent, including the drafting and interpretation of bar graphs.

    Exceptional verbal, written and interpersonal communication skills, with the ability to apply common sense to carry out instructions and instruct others, train personnel, write reports, correspondence and procedures, and speak clearly to customers and employees.

    Thorough understanding of management procedures; ability to plan department or Company activities (setting objectives, developing strategies, budgeting, and developing policies and procedures); initiative to organize various functions necessary to accomplish department or Company activities; effectively staff (selecting, training and developing employees); directing employees towards the desired objectives (delegating, motivating, resolving problems); controlling the function (developing performance standards, measuring results, taking corrective action and rewarding employees as appropriate).

    Ability to deal with complex problems involving multiple facets and variables in non-standardized situations.

    Ability to work with no supervision while performing duties.


Pay $231,200 - $300,000 per year. The salary reflects the full, reasonably expected salary range for this position. Salary is based on the candidate’s current experience, education, skills, and abilities related to the position. Successful candidates may be eligible for bonus, stock, commissions, and incentives at the Company’s sole discretion.
