Exercise Control (EXCON-A)/EXCON Lead

The EXCON Alpha (EXCON-A) / EXCON Lead reports to the MSTP Project Manager and receives work direction derivatives from the prime contractor's Site Lead.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage and coordinate with contractor personnel in development of scenarios, concepts, products, and other deliverables that may be specified to support scenario development and event design for academic and/or MAGTF and joint/combined exercises.
Work closely with the Exercise Development Division Head and the MSTP Exercise Control Officer to conduct all academic or, as needed, exercise planning conferences.
Provide recommendations to the Exercise Control Officer and changes to the MSTP Exercise SOP.
Provide, train, and mentor the lead analysts (EXCON-A) for MSTP exercises from this branch in the execution of exercise duties.
Prepare various documents to support the planning, preparation, execution and analysis of exercises, and maintain exercise web pages for assigned exercises, including archival work.
Attend conferences and meetings at the resident site and other locations off site.
Work closely with MSTP Operations and the Exercise Design Branch for the planning, development and execution of MEFEXs, MEBEXs, and LSEs.
Assist as needed with MEFEXs/MEBEXs and LSEs, systems training/familiarization, and role-playing responsibilities.
Coordinate with all the exercise control agencies in scenario and exercise development.
Organize and participate in Exercise Scenario Development Conferences / Working Groups at the TS/SCI, Secret, Unclassified security level to support the exercise design process for MSTP supported academic exercises and other exercise events.
Act as the exercise Battle Manager, MSEL manager, bomb damage assessment (BDA) lead, or the scenario manager for MSTP training scenarios.
EDUCATION
Master's degree is required (operations research, management, military science, or equivalent area desired).
Minimum three years of experience in military training and education. Attendance at Intermediate Level School, such as Marine Corps CSC, or completion of equivalent nonresident course is required. Completion of Advanced ILS/TLS and attendance at SAW or NWC is preferred.
EXPERIENCE
Minimum eight years of operational involvement in deployment and employment of ground combat, aviation, supporting arms, or combat service support units and related equipment.
Minimum three years of demonstrated knowledge of military doctrine, tactics, and command relationships at the operational command level.
Minimum two years of experience in DoD modeling and simulation.

Strong communication and presentation skills. Able to read, write, and communicate effectively in English. Able to design and write clear communications and present training programs.
Excellent organizational, planning, problem-solving, prioritization, and interpersonal skills.
Excellent computer skills required. Proficient in the entire suite of MS Office and able to quickly learn additional systems. Familiarity with SharePoint and C2PC is desired.
WORKING CONDITIONS
Required to sit for extended periods of time and maintain focus
Daily travel in local area during workday (including use of personal vehicle)
Be able to work an unstable schedule, to include holidays and weekends.
SPECIAL POSITION NOTATIONS
CONUS and OCONUS travel may be required for up to three weeks at a time (or longer)
Qualification as an authorized company driver is required. All authorized company drivers must have a valid driver's license, current automobile insurance, and a driving record that is acceptable to the company's auto insurance provider.
SECURITY CLEARANCE
A Secret security clearance is required for this position.
This position also requires a completed Personnel Security Investigation that will qualify the incumbent to be eligible for access to at least the TS-SCI level, and the individual must be read-in for NATO level access.
