Key Responsibilities:
- Manage the full "cradle-to-grave" subcontract lifecycle for domestic and possibly international suppliers, including proposal support, source selection, negotiation, award, administration, and closeout.
- Draft, review, and negotiate complex subcontract agreements (Experience working with different contract types (FFP, CPFF, T&M, etc.), non-disclosure agreements (NDAs), memorandums of agreement, and teaming agreements, ensuring compliance with all applicable laws and regulations, including the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFARS), including International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR).
- Conduct market research to identify potential subcontractors and assess their capabilities and reliability.
- Serve as the primary point of contact for domestic and possibly international suppliers regarding contractual matters, building and maintaining strong, collaborative relationships.
- Conduct comprehensive cost and price analysis to ensure fair and reasonable pricing for all procurements.
- Monitor subcontractor performance against contract terms, milestones, and key performance indicators (KPIs), implementing corrective actions and risk mitigation strategies as needed.
- Coordinate with internal stakeholders (e.g., Program Managers, Business Development, Legal, Finance, Logistics, Engineering) to ensure seamless execution of subcontracts and alignment with program objectives.
- Maintain accurate, audit-ready subcontract files and documentation in compliance with company procedures and government regulations.
- Ensure smooth import/export operations by coordinating with the international trade compliance and logistics teams and ensuring all required documentation is processed correctly.
Basic Qualifications:
- Bachelor's degree in Business Administration, Supply Chain Management, or a related field with at least 8 years professional experience, Master's with at least 6 years of professional experience; 12 years of professional experience may be considered in lieu of a degree.
- Minimum of 4 years experience in subcontracts administration or procurement, with a strong emphasis on international suppliers/contracts.
- Demonstrated experience with government contracting regulations (FAR/DFARS) and a strong understanding of compliance requirements such as ITAR/EAR.
- Proven experience negotiating complex terms and conditions with international entities.
- Excellent written and verbal communication skills, with the ability to articulate complex contractual issues to diverse audiences.
- Strong analytical, problem-solving, and decision-making abilities.
- Proficiency with Microsoft Office Suite and experience using procurement or Enterprise Resource Planning (ERP) systems (e.g., Costpoint, SAP).
- Ability to work independently, manage multiple priorities in a fast-paced environment, and adapt to evolving regulatory landscapes.
- Ability to obtain and maintain U.S. Secret Clearance
