Leidos has an immediate opening for a Program EVMS Lead to support our Hypersonic Portfolio of programs within the Kinetic Effects Business Area of the Leidos Defense Systems Sector. The EVMS Lead will be an integral part of the larger enterprise-wide Leidos Corporate Earned Value Management (EVM) Center of Excellence (COE), a team-leading and executing the core responsibilities of scheduling, planning, EVMS, the associated infrastructure and tools, implementations, training, and surveillance for Leidos.
The ideal candidate is recognized as an experienced EVM leader who has expertise in a broad range of functional areas and disciplines, including program management, EVMS implementations and compliance, scheduling, financial disciplines (e.g., pricing, program finance, FP&A), contract management, and strong understanding of inter-company functional relationships. The ideal candidate can lead the EVMS implementation and interface with individual contributors, program finance analysts (PFAs), schedulers, Control Account Managers (CAMs), Program Managers, and line executives. The position provides leadership and hands-on support to the program EVMS support teams, CAMs, and Program Managers to improve program planning and execution while ensuring compliance with contractual requirements and company policy and procedures. As the principal EVMS implementation SME, the position works closely with program teams, other functions, and line managers to establish, maintain, and grow key government customer relationships and to help drive program growth and execution of the Business Plan. The ideal candidate will have various experiences across contracting scenarios (e.g., integrated subcontractors, formal flow down, reporting only, EVMS on FFP), and across a range of dollar values with different levels of external and internal understanding and buy-in.
Key Responsibilities:
- Responsible for the implementation of EVMS policies and practices.
- Supports improved proposal and implementation support by providing training and providing objective assessments of implementation adequacy.
- In coordination with the Director of Surveillance, supports internal and external surveillance, audits and reviews.
- Responsible for the development, implementation, training, and maintenance of automated EVMS processes and tools.
- Requires deep management and leadership knowledge of Program Management and EVMS to lead cross-family projects or program teams or manage across multiple disciplines.
- Responsible for supporting the organization's EVMS talent development, performance management, and business strategy.
- Supports programs in operational decisions and provides advice on enhancing the performance of the portfolio of projects in the organizations.
- Aligning and integrating material management and manufacturing practices with traditional scheduling and EVMS best practices for improved program management solutions.
- Utilizes expert domain knowledge, professional principles and theories to develop advanced concepts, techniques, solutions and standards.
- Serves as a subject matter expert within professional area providing a thorough understanding of EVMS, deliverable content, issue identification/resolution, etc.
- Regularly interacts with senior executive leadership (internally or client) regarding matters of strategic importance to the organization/project.
- Typically negotiate and develop shared solutions to convince internal and external parties to accept concepts, practices and approaches of the area.
- Significant interface with Program Managers, Contracts and Senior Technical Personnel, as well as other organizations.
- May participate in new business proposals through EVMS requirements, schedule support, and providing input for cost volumes to management
Basic Qualifications:
What You Bring.....
- Requires a BA/BS or equivalent experience and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience. Generally has 4+ years of experience supervising or leading teams or projects; Additional education, experience or training will be considered in lieu of degree.
- Must have advanced expertise using OPDEC IPM and Deltek Cobra
- This position requires knowledge in the development, maintenance, and/or tracking of: Integrated Master Schedule (IMS), Performance Measurement Baseline (PMB), the change management process, the work authorization process, forecasting Estimates at Completion (EACs), and implementing corrective actions.
- Understanding unique rate structures and resources for program implementation & execution guidance
- Requires talent and experience in investigative inquiry; strong, data driven analytic thinking, creative problem solving and flexibility/agility to quickly assess, evaluate and respond.
- USG Directed CSDR Reporting Experience
- Excel Mastery (Pivot tables, Lookups, Macro Development, etc.)
- IPMDAR Reporting (JSON/SPD Formats)
- Strong variance root cause analysis & narrative development
- Experience in a Manufacturing/Production/Prototyping environment
- MS Project & SSI Tools Master Level Experience
- Ability to develop and guide a team through a complex business rhythm
- Ability to conduct EVM within an MRP System
- Familiar with integration of EVMS and risk management.
- US Citizenship is required and must be able to obtain and maintain a DoD Secret clearance.
Preferred Qualifications:
- Thorough command of EVMS tools (e.g., Cobra, OPDEC IPM, wInsight)
- Formal training in EVMS (e.g., company-sponsored, industry certifications)
- Experience as a Control Account Manager in a contractually required EVMS environment
- Previous participation in an IBR
- Requires ability to communicate with executive leadership (internally or client) regarding matters of significant importance to the organization/project, serving as a primary briefer on Cost, Schedule, Performance, IBRs, EVM reviews and other program control events inside the Program, for Leidos leadership and with the Custom
- Program Management Professional (PMP) certification
- Active and current DoD Secret clearance.

Pay Range:
Pay Range $131,300.00 - $237,350.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
