General Purpose

The position is responsible for functional oversight of the day-to-day operations of a revenue requirement group that has a significant impact on corporate, business unit, or organizational objectives. Establishes and implements regulatory business objectives, strategies, and plans. Manages and allocates financial and employee resources. Implements and supports Company programs and policies. Specifically, this position develops, certifies, and sponsors the company’s revenue requirement calculations, provides expert testimony, and develops and sponsors highly technical financial analyses to enable the company to recover its prudently incurred costs.

Responsibilities

  • Manage the development and preparation of the company’s revenue requirement for use in rate cases and in reporting jurisdictional earnings to state utility commissions.
  • Manage the preparation of other regulatory filings and works with external regulators on audits and validation of the company’s filings.
  • Present the company's position in written and oral testimony before public service commissions and other external audiences in various cases including general rate cases, major plant cases, deferred accounting applications or other litigated cases where expert technical testimony is required.
  • Represent the Regulation Department in support of the company's regulatory objectives and initiatives.
  • Implement business objectives, strategies, and plans consistent with the company's regulatory strategy.
  • Manage the development of forecasted regulated earnings in support of the company’s annual business plan development.
  • Provide input including technical analyses into policy decisions, and mobilize resources to produce desired business results.
  • Ensure compliance with state regulatory filing requirements.
  • Review technical data, financial modeling, and understand regulatory data systems and interfaces with other company data systems.
  • Develop presentations and periodic reports.
  • Prepare and respond to data requests.
  • Lead the functional team, including planning and managing the work and day-to-day activities of the functional team. Lead projects and initiatives.
  • Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.

Requirements

  • Bachelor's degree in accounting, finance, mathematics, business, economics, engineering or a related field; or the equivalent combination of education and experience.
  • A minimum of seven years of regulatory experience or a combination of utility experience in related fields.
  • A minimum of three years direct people or functional management experience.
  • A broad background in a variety of electricity or energy related matters.
  • Strong leadership skills and the ability to work with all levels of an organization including people with different styles and backgrounds; ability to work both independently and as a member of a team to maintain project timelines, budgets, and deliver commitments; Ability to manage and motivate employees.
  • Detailed understanding of technical areas of responsibility.
  • Ability to communicate calmly while under pressure.
  • Strong communication and interpersonal skills including ability to consult with internal and external clients.

Preferences

  • Advanced degree preferred.
  • Thorough understanding of utility rate making principles, utility economics, as well as state-specific commission rules and regulations.
  • Knowledge of applicable company policies and procedures; applicable state governmental laws and regulations.
  • General familiarity of the fundamentals of revenue requirement, interstate allocations, net power costs, class cost of service and/or rate design.

This position is eligible for an annual discretionary performance incentive bonus of up to 20.00% of salary.
