POSITION SUMMARY

As a Project Manager for the Enhanced Polar System Operations and Maintenance II (EPS OMII) program, based within Colorado Springs, CO with up to 25% travel to Clear Space Force Station (CSFS), AK. This role requires an active Top Secret (TS) clearance with SCI eligibility. In this role, you will oversee logistics, installations, upgrades, and project coordination for EPS OMII, working closely with EPS stakeholders, including USSTRATCOM, Space Operations Command (SpOC), and Naval Submarine Forces (SUBLANT). You will be the primary project management representative for EPS OMII, facilitating operations with multiple Program Management Offices (PMOs), coordinating Authorized Service Interruptions (ASIs), managing lifecycle schedules, and ensuring alignment across EPS and EPS-R. Secondary responsibilities include providing payload operations support and communications planning.

ESSENTIAL JOB FUNCTIONS

  • Leadership & Management: Apply strong leadership skills to oversee and coordinate complex project initiatives.
  • Project Coordination: Organize ASIs and support future project integrations for the EPS Control and Planning Segment (CAPS) and Gateway segment.
  • Customer Support: Engage strategic-level customers (e.g., USSTRATCOM) to ensure seamless project delivery to support critical missions.
  • Logistics Management: Coordinate logistics activities with Program Offices and Level II depot support, maintaining precise schedules and timelines.
  • Stakeholder Communication: Keep stakeholders informed of activities, resources, and timelines, identifying and mitigating risks as needed.
  • Lifecycle Management: Maintain sustainment schedules for EPS and future EPS-R program phases, supporting the global nuclear SATCOM community.
  • Advocacy & Planning: Develop and present strong cases for EPS and EPS-R resource needs, effectively articulating stakeholder positions.
  • Problem Solving: Anticipate potential roadblocks and facilitate solutions to enable project success and operational efficiency.
  • Functional Area Monitor (FAM): Maintain oversight of an array of functional areas, as designated by management, to support Clear SFS site operations.
  • Support procedure development, data analysis, and other related activities as directed by management
  • Support EPS/EPS-R operations as needed for surge situations and normal operations as required by management.
  • Certified Payload/CAPS and Gateway operator: This position is expected to maintain proficiency and certification on the EPS/EPS-R mission systems.

EDUCATION/TRAINING

  • Required: IAT Level II Certification upon hire
    • CompTIA Security+ (preferred) or equivalent
  • Minimum: Bachelor’s Degree in a relevant field
  • Preferred: Project Management Professional (PMP) certification
  • Management Experience: Demonstrated experience in leading and managing complex operations and logistics support of ad hoc projects

EXPERIENCE

  • 6 years of experience in management and operations within DoD/USG strategic communities, with at least 3 years in project management
  • Familiarity with FAR/DFARS: Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS)
  • Demonstrated ability to lead and support cross-functional teams across DoD
  • Operations Center Expertise: Familiar with operations center workflows

SKILLS/ABILITIES

  • Project Synchronization: Skilled at driving multiple PMOs and operational units toward unified objectives, synchronizing resources, and coordinating projects.
  • Communication Skills: Exceptional written and verbal communicator with experience in facilitating meetings, briefings, and compelling documentation.
  • PMP Certification: Project Management Professional (PMP) certification preferred
  • Experience with platforms like SharePoint, Teams, or other collaboration environments used by DoD clients
  • Familiarity with Microsoft Project, Primavera, or similar scheduling tools.

PHYSICAL DEMANDS

  • Must be able to stand and sit for prolonged periods.
  • Must be able to bend, stoop, climb, reach, stretch, kneel, squat.
  • Must be able to perform repetitive tasks or motions for prolonged periods
  • Must be able to carry up to 50 pounds at a time and push and/or pull 50-pound loads at a time.
  • Must have sufficient physical strength, balance, hand-eye coordination, and stamina to complete various tasks.
  • Must be able to work in confined spaces, ascend or descend ladders, and/or traverse scaffolding.
  • Must be able to work in personal protective equipment including but not limited to safety glasses, fall-protection harness, protective footwear, hard hat, gloves, hearing protection.

WORK ENVIRONMENT

  • This is a position that requires work to be performed onsite at an Aleut location, Schriever SFB, CO or Clear SFS, AK.
  • Working indoors in an office environment.
  • Working both indoors and outdoors, exposed to all weather conditions and potentially austere environments.
  • Potentially exposed to electrical or mechanical hazards, elevated work areas, and confined spaces.
  • Potential exposure to electromagnetic frequency radiation (EMFR).

SPECIAL REQUIREMENTS

  • Must possess a valid and unrestricted driver’s license.
  • Must be able to pass pre-employment background screening.
  • Must be able to pass random drug screenings.
  • Must possess and be able to maintain a Top Secret with SCI eligibility clearance.
  • Must be able to be cleared for base or site access.
  • Must be a US Citizen.
  • Must be available for a flexible work schedule, including nights, weekends, and holidays.
  • Must Have a current Top-Secret Clearance with SCI eligibility
  • Must hold a current IAT Level II CompTIA Security + certification (or equivalent)

Salary Range: $95,000-$125,000
