Sr Revenue Requirements Analyst
Salary Grade: G06

$82,463 - $111,325 - $140,187
SUMMARY:
Under minimal supervision, prepares revenue requirements and class cost of service studies to examine changes in rates and charges to support the costs of operating electric operations, the analysis of changes in demand for services, and the preparation of long-range revenue and expenditure forecasts including review of capital plans and debt service requirements. Provides input to senior management for key strategy and policy decisions in regulatory environment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Assists in the preparation of class cost of service/revenue requirements studies for the different jurisdictions of the company
Analyzes effects of government actions, regulations, and legislation and makes recommendations for dealing with changes
Acts as functional lead to coordinate different technical areas both internal and external to the company to gather information on projects and costs that affect revenue requirements
Prepares utility rate of return and other required financial metrics and ratios
COMPETENCIES:
Extensive knowledge of accounting principles (GAAP), and regulatory ratemaking, and financial statements
Extensive knowledge of cost analysis and cost accounting principles and their application to utility rate development
Ability to prepare, review and complete compliance filings (i.e. SEC, regulatory)
Knowledge of principles, concepts, and current practices used in the design of rates charged for different classes of customers
Ability to conduct economic, policy, and financial analysis
Ability to gather data and synthesize information in a cohesive manner, to analyze situations, and to recommend effective courses of action
Ability to handle multiple assignments with accuracy, to prioritize workload, meet deadlines, and to work independently
Ability to establish and maintain cooperative and positive working relationships with others
QUALIFICATIONS:
MINIMUM EDUCATION AND/OR EXPERIENCE:
Bachelor's degree from a four-year college or university in accounting with five to seven years related experience, or equivalent combination of education and/or experience related to the discipline.
Master's degree is preferred.
CERTIFICATES, LICENSES, AND REGISTRATIONS:
Certified Public Accountant (CPA) designation is preferred.
COMMUNICATION SKILLS:
Excellent written and verbal skills
Ability to experience in writing reports, testimony, memos, and letters
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
Ability to effectively present information, articulate recommendations, and respond to questions from groups of managers, clients, customers, and the general public
ANALYSIS AND PROBLEM-SOLVING ABILITY:
Ability to solve complex practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
PHYSICAL DEMANDS:
While performing the duties of this job, the employee is regularly required to stand and sit up to 2/3 of the time and to talk and listen for long periods of time.
Manual dexterity is required.
