As part of our ongoing growth and expansion, we are seeking a dynamic and experienced GSA Schedule & Federal Contracts Manager to join our growing team.
Responsibilities
Duties of the GSA Schedule & Federal Contracts Manager will include the following:
Role Purpose Owns and manages the organization's GSA Schedule contract(s) and serves as the primary internal resource for federal contract administration, regulatory guidance, and bid protest support. This role ensures the organization maximizes its GSA vehicle while maintaining strong contractual and procedural standing across all federal contracting
activities.
Core Responsibilities
GSA Schedule Management
- Serve as owner of the organization's GSA Multiple Award Schedule (MAS)
contract(s).
- Manage and oversee:
- Contract modifications (pricing, SINs, terms)
- Option renewals and mass modifications
- Schedule scope determinations and ordering guidance
- Ensure adherence to GSA sales reporting, IFF, disclosures, and administrative
requirements.
- Support Industrial Operations Analyst (IOA) assessments, audits, and contracting
officer inquiries.
- Advise internal teams on Schedule scope, ordering procedures, and vehicle
utilization.
Bid Protest & Legal Support
- Provide internal procedural and substantive support for:
- Agency-level protests
- GAO bid protests
- Corrective action engagements
- Draft, coordinate, and review:
- Protest filings and supplemental submissions
- Agency responses and correspondence
- Status reports and declarations
- Support contract claims, disputes, and REAs under the Contract Disputes Act (CDA).
- Serve as primary internal point of contact and coordinator for outside counsel.
Federal Contract Administration & Regulatory Advisory
- Interpret and apply FAR, GSAM, and applicable agency acquisition supplements.
- Advise leadership and program teams on contract rights and obligations,
regulatory risk, and contractual posture.
- Review solicitations for contractual and regulatory considerations prior to
proposal submission.
- Support debrief analysis and protest risk assessments.
Pre-Award & Proposal Support
- Review solicitations for contractual and regulatory fit.
- Ensure proposed approaches align with GSA Schedule scope and FAR/GSAM
requirements.
- Support debrief analysis and protest risk assessments.
Ethics, Integrity & Risk
- Advise on Organizational Conflicts of Interest (OCI), procurement integrity
issues, and certifications and representations.
- Support internal inquiries, disclosures, and corrective actions as needed.
Scope Clarification Provides legal and regulatory support and coordination related to federal contracting activities but does not render formal legal opinions or act as outside legal counsel.
Qualifications
The GSA Schedule & Federal Contracts Manager selected should have the following:
- Bachelor’s degree in Business, Contracts, Law, Public Policy, or a related field
- 6+ years of experience supporting federal contracts, compliance, or government procurement
The Ideal GSA Schedule & Federal Contracts Manager will have the following:
Demonstrated experience with:
- GSA Multiple Award Schedule (MAS) administration
- Contract modifications, renewals, and CO engagement
Working knowledge of:
- FAR and GSAM
- Federal acquisition processes and taskorder contracting
Experience supporting one or more of the following:
- Agencylevel or GAO bid protests
- Contract audits (e.g., GSA IOA, OIG)
- Claims, REAs, or CDArelated matters
- Strong written and analytical skills, including the ability to draft and review compliance and protestrelated documentation
- Ability to coordinate with internal stakeholders and outside legal counsel
