FM Talent is seeking an experienced Grant Management Specialist to support the Appalachian Regional Commission (ARC) on a temporary assignment. ARC is a federal–state partnership focused on economic development across the Appalachian region, administering a diverse portfolio of federal grant programs.

The Grant Management Specialist will provide pre-award and post-award grants management support, technical assistance, and compliance oversight to ensure ARC grants are administered in accordance with applicable federal laws, regulations, and policies. This role requires strong attention to detail, excellent customer service skills, and fluency with federal grants regulations, including 2 CFR Part 200 (Uniform Guidance).


Key Responsibilities

Pre-Award Grants Management & Technical Assistance

  • Provide technical assistance to prospective applicants and grantees regarding grant eligibility, application requirements, and federal compliance standards.
  • Review grant applications for completeness, accuracy, and compliance with ARC and federal requirements.
  • Assist in evaluating budgets, cost allowability, and financial documentation during the pre-award phase.
  • Support internal staff by preparing summaries, analyses, and documentation used in funding and award decisions.

Post-Award Grants Management & Compliance

  • Monitor active grants to ensure compliance with federal statutes, regulations, policies, and ARC program requirements.
  • Provide post-award technical assistance to grantees related to reporting, allowable costs, financial management, and performance outcomes.
  • Review financial and performance reports for accuracy, consistency, and compliance with award terms.
  • Assist with grant modifications, amendments, closeouts, and resolution of compliance issues.
  • Apply financial methods and practices to assess the financial stability and risk of grant recipients.

Grants Administration & Customer Service

  • Serve as a knowledgeable and responsive point of contact for grantees and stakeholders.
  • Communicate clearly and professionally with internal staff, grantees, and external partners.
  • Maintain accurate and well-organized grant files and documentation within grants management systems.
  • Support audits, monitoring activities, and internal reviews as needed.

Systems & Tools

  • Use grants management systems and databases to track awards, compliance status, and reporting milestones.
  • Apply strong Excel skills to review budgets, financial reports, and reconciliation data.
  • Prepare correspondence, guidance materials, and internal documentation using Microsoft Word and related tools.


Required Qualifications

  • Demonstrated grants management experience, preferably within a federal or federally funded grants environment.
  • Strong experience providing pre-award and post-award technical assistance.
  • In-depth working knowledge of federal grants regulations, including 2 CFR Part 200 (Uniform Guidance).
  • Proven ability to interpret and apply laws, regulations, rules, policies, procedures, and grant administration methods.
  • Experience assessing financial documentation and recipient financial stability.
  • High attention to detail with the ability to manage multiple priorities and deadlines.
  • Strong written and verbal communication skills with a customer service–oriented approach.
  • Proficiency with grants management systems, Microsoft Excel, and Microsoft Word.

Preferred Qualifications

  • Experience supporting economic development, workforce development, or infrastructure-related grant programs.
  • Prior experience working with federal commissions, agencies, or quasi-federal organizations.
  • Familiarity with compliance monitoring, audits, or grant closeout processes.


Compensation Range: The salary range provided is determined by market value, internal equity, and the candidate's experience and qualifications. Offers will be extended within this range, though not all candidates will receive an offer at the upper limit.
