FM Talent is seeking a Senior Compliance Specialist to provide advanced compliance oversight, guidance, and analysis in support of ARC’s federal financial assistance programs. This role requires deep experience in federal grants management, cost principles, and compliance monitoring, along with the ability to lead compliance initiatives and apply AIaugmented compliance analysis to enhance risk management and decision-making.

The Senior Compliance Specialist will work independently and collaboratively with ARC program staff to ensure grants are administered in full compliance with federal laws, regulations, and ARC policies.


Key Responsibilities

Compliance Oversight & Advisory

  • Lead and perform complex compliance reviews across pre-award and post-award grant phases.
  • Interpret and apply federal laws, regulations, and guidance governing federal financial assistance, including 2 CFR Part 200.
  • Serve as a subject matter expert on federal cost principles, providing guidance on allowability, allocability, and risk mitigation.
  • Identify compliance risks and recommend corrective actions or improvements.

Federal Grants Management & Monitoring

  • Oversee compliance monitoring activities, including desk reviews and support for audits or site visits.
  • Review financial and programmatic reports for trends, discrepancies, and compliance concerns.
  • Support grant modifications, corrective action plans, and closeout activities from a compliance perspective.

Project Management & Leadership

  • Plan, manage, and execute compliance-related projects, ensuring milestones and deliverables are met.
  • Prioritize and manage multiple concurrent compliance efforts with minimal supervision.
  • Mentor or provide guidance to entry-level compliance staff as needed.

AIAugmented Compliance Analysis

  • Leverage AI-assisted tools to analyze financial, programmatic, and compliance data at scale.
  • Validate AI-generated insights using professional judgment and regulatory expertise.
  • Apply data-driven methods to enhance risk assessments, monitoring strategies, and compliance reporting.

Stakeholder Communication

  • Serve as a key compliance liaison with internal staff, grantees, and oversight entities.
  • Prepare clear, well-documented findings, recommendations, and briefings for leadership.
  • Support training or technical assistance related to compliance requirements and best practices.


Required Qualifications

  • Bachelor’s degree required; advanced degree or certification preferred (e.g., public administration, finance, accounting, compliance).
  • Significant experience in federal grants management and compliance, preferably within a federal or quasi-federal environment.
  • Strong proficiency in federal financial assistance cost principles and Uniform Guidance (2 CFR Part 200).
  • Demonstrated experience managing compliance projects independently.
  • Practical experience applying or supervising AIaugmented compliance or data analysis tools.
  • Advanced proficiency in Microsoft Excel and Word; experience with grants or compliance management systems.
  • Excellent analytical, written, and verbal communication skills.

Preferred Qualifications

  • Experience supporting economic development, infrastructure, or workforce-related grant programs.
  • Prior experience leading compliance reviews, audits, or monitoring engagements.
  • Familiarity with continuous improvement or risk-based monitoring models.


Compensation Range: The salary range provided is determined by market value, internal equity, and the candidate's experience and qualifications. Offers will be extended within this range, though not all candidates will receive an offer at the upper limit.
