Acquisition & Program Operations Analyst (TS/SCI #26-086)
Position Summary
The Acquisition & Program Operations Analyst serves as a key contributor supporting the full acquisition lifecycle, program operations, financial management, and logistics activities for Intelligence Community and Department of Defense contracts. This role provides strategic acquisition support, procurement coordination, vendor management, financial analysis, property accountability, and operational process improvement to ensure compliant, efficient, and mission-focused execution of program objectives. The position interfaces directly with Contracting Officer Representatives (CORs), program leadership, finance personnel, subcontractors, and government stakeholders to support acquisition planning, execution, and operational readiness.
Key Responsibilities
• Support acquisition activities throughout the contract lifecycle, including requirements development, procurement planning, vendor coordination, and execution of purchasing actions.
• Coordinate procurement of software, COTS products, IT equipment, and operational resources supporting government programs.
• Review requirements, vendor quotations, and procurement documentation to support cost-effective acquisition decisions.
• Process purchase requests, purchase orders, and government-approved purchasing card transactions in accordance with contract and organizational policies.
• Collaborate with CORs, program managers, finance personnel, subcontractors, and vendors to support mission requirements and operational priorities.
• Monitor acquisition actions and procurement requests to ensure timely delivery of products and services.
• Perform financial management functions including invoice reconciliation, monthly financial reporting, labor reporting, forecasting, budget tracking, spend analysis, and award fee accrual reporting.
• Analyze program data and develop reports to support program planning, execution, and management decision-making.
• Support Contractor Acquired Property (CAP) reporting, Government Furnished Property (GFP) accountability, and inventory management activities.
• Maintain property and asset databases to ensure compliance with government accountability requirements.
• Develop and implement process improvements that enhance acquisition operations, logistics management, and program efficiency.
• Support staffing and recruiting efforts by coordinating with approved suppliers and reviewing candidate submissions.
• Provide training, technical guidance, and operational support to program personnel and new employees.
• Prepare and present reports, metrics, briefings, and documentation for program leadership and government stakeholders.
• Support cross-functional program activities involving finance, logistics, procurement, and operational execution.
Required Qualifications
• 5+ years of experience supporting acquisition, procurement, logistics, financial management, or program operations for federal government contracts.
• Experience supporting the acquisition lifecycle, including procurement planning, purchasing activities, vendor coordination, and contract execution support.
• Experience supporting financial reporting, forecasting, invoice reconciliation, budget tracking, labor reporting, and program analysis.
• Experience coordinating with government stakeholders, CORs, subcontractors, and internal program teams.
• Experience supporting Contractor Acquired Property (CAP), Government Furnished Property (GFP), and inventory accountability processes.
• Strong analytical, organizational, and problem-solving skills.
• Advanced proficiency with Microsoft Office Suite, including Excel, Word, PowerPoint, Access, SharePoint, and reporting tools.
• Ability to manage multiple priorities in a dynamic, mission-focused environment.
• Excellent written and verbal communication skills.
• Clearance: TS/SCI with CI Polygraph
Preferred Qualifications
• Bachelor's degree in business administration, Management, Finance, Supply Chain Management, Acquisition Management, or related field (or equivalent combination of education and experience).
• Experience supporting Intelligence Community (IC), DoD, or federal government contracts.
• Experience supporting acquisition strategy development, procurement planning, or program execution activities.
• Familiarity with Unanet, ServiceNow, SharePoint, and property management systems.
• Experience preparing financial metrics, forecasts, and management reports.
• Experience supporting staffing, recruiting, and workforce planning activities.
• Ability to identify and implement process improvements across acquisition and program operations.
