Finance Manager
Responsibilities:
• Lead the development of annual budgets, ongoing forecasts, and financial reviews to help departments operate within approved funding levels.
• Prepare and present recurring financial reports that highlight revenue, spending, and overall fiscal performance for leadership and key stakeholders.
• Oversee core accounting activities, including payroll coordination, utility billing, accounts payable, accounts receivable, and month-end close processes.
• Establish and refine financial procedures, internal controls, and accounting practices to support compliance with applicable standards and regulatory requirements.
• Partner with executive leadership on long-range financial planning, yearly budget projections, and materials prepared for City Council review.
• Coordinate audit support activities by organizing documentation, responding to financial inquiries, and working with external auditors through compliance and fiscal reviews.
• Reconcile general ledger activity and related subsidiary records to ensure the accuracy of monthly statements and other periodic financial reporting.
• Supervise and support assigned finance staff, including providing direction, oversight, and performance guidance for accounting operations.
Qualifications:
• Experience managing budgets, forecasting, and fund administration within a finance leadership role.• Strong knowledge of general ledger maintenance, reconciliations, financial reporting, and month-end close activities.
• Background in establishing financial controls and ensuring compliance with accounting principles and audit standards.
• Ability to oversee multiple fiscal functions such as payroll, billing, payables, receivables, and budget monitoring.
• Experience with grant management and tracking restricted funds is preferred.
• Strong analytical, organizational, and communication skills for presenting financial information to leadership.
• Proficiency in preparing accurate reports and working with detailed financial data in a deadline-driven environment.
• Basic keyboarding ability, including typing under 45 words per minute, as listed for the role.
